The Position




The City of Riverside is accepting applications for the position of Wastewater Operations Superintendent - Field Operations to fill one (1) vacancy in the Public Works Department. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.

The ideal candidate will have demonstrated experience overseeing the installation, operation, maintenance, and repair of sewer and stormwater collection systems, including gravity pipelines, manholes, pump stations, catch basins, storm channels, and associated infrastructure and equipment. They will possess the ability to cultivate technical expertise and operational excellence within their team.

The ideal candidate will also have a demonstrated ability to plan, organize, direct, and evaluate field operations, staff performance, workflow priorities, and resource allocation for a large-scale sewer and stormwater division. This includes establishing clear operational standards, monitoring productivity, and ensuring the effective deployment of personnel and equipment to meet service expectations and regulatory requirements.

Additionally, they will have substantial involvement in developing, implementing, and maintaining Sewer System Management Plans; extensive experience responding to sewer system emergencies; and proficiency in spill categorization, spill-volume calculations, and compliance with all regulatory reporting requirements. They will be skilled in managing sensitive customer service issues with sound judgment, effective communication, and professionalism.

Under general direction, to plan, coordinate, supervise and review the activities involved in the operation, maintenance and repair of the wastewater treatment plant, collection systems, and related facilities; to provide technical staff assistance; and to do related work as required.

Work Performed

Typical duties may include, but are not limited to, the following (Depending on level and area of assignment):

  • Ensure compliance with the Federal Clean Water Act, National Pollutant Discharge Elimination System, Waste Discharge, and Air Quality Management District's permit requirements.
  • Assist in the Department's development and implementation of goals, objectives, policies and priorities.
  • Organize, schedule, assign, supervise and coordinate directly and through subordinate supervisors the operation of the wastewater treatment facility and sewer and storm collection systems.
  • Participate in conferences regarding projects and operational problems.
  • Review project plans and drawings to make recommendations based on field observation and operational problems.
  • Inspect plant processes and provide technical advice and assistance on process control problems.
  • Supervise time, material, daily log and reporting records.
  • Review and approve requisitions for supplies and materials.
  • Recommend the purchase of equipment and assist in the development of specifications.
  • Check facilities for needed maintenance and repair.
  • Assist in budget preparation and administration.
  • Assist in the development and achievement of Division goals and objectives.
  • Prepare cost estimates for system construction, operation and maintenance activities.
  • Develop and monitor key performance indicators.
  • Select, supervise, train and evaluate subordinates.

Qualifications

Recruitment Guidelines:

Education: Equivalent to the completion of the twelfth grade.

Experience: Three years supervisory experience in the operation and maintenance of a large collection system as defined under California statewide Waste Discharge Requirements (serving a population between 50,000 and 249,000), or larger.


Necessary Special Requirements:

Possession of an appropriate, valid class "C" California Motor Vehicle Operator's License.

Possession of either an appropriate, valid class "B" or "A" California Motor Vehicle Operator's License within 12 months from date of hire/promotion.

Possession of an active Grade 4 Certification in Collection System Maintenance from the California Water Environment Association.

EDUCATIONAL REQUIREMENTS:

Education obtained outside the United States (US) require one of the following options:

  • An equivalency statement from an evaluation company certified by the National Association of Credential Evaluation Services (NACES) at Members – NACES or the Association of International Credential Evaluators Inc. (AICE) at http://aice-eval.org/members/.
  • An advanced-level degree from an accredited US college or university.
