The Position



The City of Riverside is accepting applications for the position of Environmental Services Coordinator to fill one (1) vacancy in the National Pollutant Discharge Elimination System (NPDES) Division of the Public Works Department. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.

Under general direction, to plan, organize and direct compliance activities related to water, wastewater, storm water (urban runoff) or air quality programs; to administer environmental monitoring projects; and to do related work as required.

Work Performed

Typical duties may include, but are not limited to, the following:

  • Direct, coordinate and administer compliance and monitoring and laboratory activities.
  • Select, supervise, train and evaluate employees.
  • Prepare budget, developing methods to improve efficiency and reduce cost.
  • Develop and implement goals, objectives, policies and priorities as assigned.
  • Prepare scopes of work and requests for proposals, negotiate contracts, and oversee consultants and contractors.
  • Meet with outside agencies and customers to resolve water quality issues.
  • Prepare and submit a variety of periodic reports to related regulatory agencies.
  • Prepare applications for and maintain required environmental permits.
  • Act as lead negotiator with the regulatory agencies.
  • Interpret and implement federal, state and local regulations pertaining to water, wastewater or urban runoff (construction, general, industrial and municipal).

When assigned to the Wastewater Division – Environmental Compliance
  • Administer the City’s Pretreatment Program and related duties under the direction of the Wastewater Operations Manager
  • Administer/oversee SB1383 compliance inspections and related duties under the direction of the Wastewater Operations Manager
  • Review industrial, commercial and institutional accounts for sewer service charge review
  • Review plans of new construction for necessary industrial waste requirements
  • Evaluate industrial dischargers for compliance with discharge regulations

When assigned to the Storm Water Division - Environmental Compliance:
  • Administer the City’s National Pollutant Discharge Elimination System (NPDES)MS4 Program-Manage all aspects of NPDES Permit compliance including trash management, sampling and monitoring, inspection tracking, Permit administration, and assisting with NPDES development regulations
  • Administer/oversee WQMP-Post Construction BMP inspections for compliance with NPDES Permit and Water Board requirements
  • Represent the City on the Middle Santa Ana River Watershed (MSAR)Total Maximum Daily Load (TMDL)Task Force, LE/CL TMDL Task Force and other regional stakeholder efforts. Keep informed of all legislation, rules, regulations and laws affecting the NPDES program
  • Environmental Permitting-Work with Fish and Wildlife, Army Corps of Engineers, and Water Board to permit maintenance projects in sensitive areas. Evaluate projects to determine which permits are necessary
  • Supervise, assign and inspect work, train and evaluate staff
  • Conduct initial and follow-up inspections/investigations pertaining to environmental enforcement, including, but not limited to, water quality (SWPPP, WQMP, Storm Water Quality Control (SWQC), Air Quality Management District (AQMD), habitat conservation, grading inspections and/or code violations
  • Prepare inspection reports using the City NPDES form, documenting observations, deficiencies and requirements as described in municipal and state permits
  • Prepare reports and correspondence; assist in training new employees; review and adjust workload of environmental compliance inspectors in the field; attend continuing education classes and maintain applicable certification(s) as required

When assigned to the Wastewater Division – Laboratory
  • Maintain Environmental Laboratory Accreditation Program (ELAP) certification and accreditation for the laboratory with the California Water Quality Control Board
  • Determine the most effective method to analyze compliance and monitoring samples in accordance with the Regional Water Quality Control Plant permits
  • Establish and monitor quality assurance and quality improvement procedures and systems
  • Develop, review, approve and implement laboratory procedures
  • Acts as Laboratory Technical Manager*

Qualifications

Recruitment Guidelines:

Option I

Education: High School graduation or satisfactory equivalent (GED).

Experience: Eight years of progressively responsible experience managing or supervising at a wastewater or water treatment plant performing operations, maintenance, laboratory, administration or regulatory activities.

Option II
Education: Equivalent to an Associate's Degree from an accredited college or university with major coursework in business, environmental science, water or wastewater management or closely related field.

Experience: Six years of progressively responsible experience managing or supervising at a wastewater or water treatment plant performing operations, maintenance, laboratory, administration or regulatory activities.

Option III
Education: A Bachelor's Degree from an accredited college or university with major coursework in business, environmental science, water or wastewater management or closely related field. A Master's degree may substitute for one year of the required experience.

Experience: Four years of progressively responsible experience managing or supervising at a wastewater or water treatment plant performing operations, maintenance, laboratory, administration or regulatory activities.

Necessary Special Requirements:

  • Possession of an appropriate, valid class "C" California Motor Vehicle Operator's License.
When assigned to the Wastewater Division – Environmental Compliance
  • Possession of a Grade III Environmental Compliance Inspector Certificate issued by the California Environmental Association
  • Possession of a Grade IV Environmental Compliance Inspector Certificate issued by the California Environmental Association within 18 months of appointment
When assigned to the Storm Water Division – Environmental Compliance
  • Possession of a valid certification as a Qualified SWPPP Practitioner (QSP)
When assigned to the Wastewater Division – Laboratory*
  • Possession of a Grade IV Laboratory Technologist Certificate issued by the California Water Environment Association

Highly Desired Qualifications:
  • Experience managing a municipal National Pollutant Discharge Elimination System (NPDES) permit program
  • Experience interpreting and implementing South Coast Air Quality Management District (SCAQMD) regulations
  • Experience obtaining permits from the California Department of Fish and Wildlife for projects involving streambed alteration
