The Office of Community Wealth Building (OCWB) seeks a visionary and results-driven leader to serve as Performance and Results Manager. The incumbent will be the chief integrator of success management and systems change, strengthening the City’s capacity to promote resilience, revitalization, and inclusive prosperity. This position oversees the coordination, policy, performance, and quality-improvement functions of OCWB by advancing data-informed decision-making, refining the performance systems, and operationalizing the collective impact framework through cross-agency collaboration, participatory governance, and measurable results – all in alignment with City Code §2-742.


As a key steward of the City’s poverty reduction and economic mobility agenda, the Performance and Results Manager ensures that OCWB initiatives are rooted in people-centered empowerment, community-informed metrics, and data-verified performance. The incumbent will supervise and guide the professional development of staff, cultivating a culture of curiosity, accountability, and excellence consistent with OCWB’s guiding principles of dignity over deficiency, equity over charity, power-sharing over top-down planning, innovation with integrity, and sustainability over short-term wins

  • Performance/Results Management and Strategy: Design and lead OCWB’s results management framework, integrating data-driven strategy, success management, and program performance accountability across all divisions. Oversee the tracking, evaluation, and reporting of poverty reduction outcomes, ensuring accuracy and consistency across data systems. Translate strategic priorities into measurable objectives and operational plans that advance resilience, revitalization, and inclusive prosperity. Apply Data with Dignity principles to ensure community data is collected and used ethically, respectfully, and transparently.
  • Policy and Systems Change: Lead OCWB’s work to ensure the City of Richmond’s policies consistently promote the economic mobility framework coordinated by OCWB. Responsible for an assessment of existing City policies that leads to prioritized recommendations for citywide policy improvements. Ensure OCWB provides meaningful input on the City’s legislative priorities, aligned with community wealth building. Champion community participation in policy design and program evaluation through listening sessions, interviews, community feedback on policy ideas, and resident advisory mechanisms. Manage internal and external policy analysis to anticipate legislative and funding impacts of policies on communities experiencing poverty, coordinating. Collaborate with stakeholders within and beyond the City of Richmond to codify systems improvements that advance the regional economic mobility efforts. 
  • Coordination and Collective Impact: Using the Mayor’s Action Plan as a guide, serve as the central coordinator for the City’s collective impact strategy by aligning data systems, performance measures, and shared outcomes among government, nonprofit, philanthropic, and regional partners in support of community wealth building. Embed the office’s coordination and collective impact functions into program design and delivery to strengthen alignment, reduce duplication, and optimize resource use. Facilitate strategic partnerships that enhance service quality and advance equitable, community-centered outcomes. 
  • Staff Supervision and Organizational Culture: Supervise and mentor professional staff, fostering a culture of accountability, collaboration, and continuous learning. Identify and implement professional development opportunities that build staff capacity in results-based management, data literacy, participatory evaluation, and other areas of professionalism. Promote innovation, shared ownership, and operational excellence throughout the organization.


Minimum qualifications:


  • Bachelor’s degree in business, public administration, urban planning, economics, human services or related field; master’s preferred.
  • Five (5) years of executive level, professional experience in results-based management, community development, economic mobility, public policy, change management, data-driven analysis and process improvement, quality improvement, program management, human services, or other related fields.Preferred Qualifications:
    5 years or more of extensive leadership experience 

Knowledge, Skills and Abilities:

  • Proven success in developing or implementing results frameworks, logic models, and/or performance dashboards.
  • Experience implementing data-driven strategies and internal processes that involve community engagement and/or participatory governance to evaluate the effectiveness of existing programs and/or develop strategies for program evaluation, continuous improvement, and operational efficiency.
  • Proven track record leading collaborative efforts with community stakeholders to define and develop new services and/or forge, and/or steward, cross-sector partnerships,
  • Proven policy development experience, particularly in codifying consistent policies for economic mobility initiatives or social programs. 
  • Demonstrated success supervising and guiding diverse, cross-functional teams, identifying professional development opportunities for staff, and promoting an environment of cooperation, creativity, and excellence.
  • Exceptional analytical, communication, and facilitation skills, with the ability to synthesize complex data into meaningful insights.
  • Strong commitment to the mission, foundational pillars, and guiding values of OCWB.

Salary : $82,289 - $136,341
