Description
The City of Richmond, Department of Public Utilities, is seeking a qualified Plans Examiner to review and approve civil plans for proposed development projects, ensuring they meet a variety of environmental regulations imposed on the city. The Plans examiner will be responsible for provides coordination of permit processing activities and reviews plans for compliance with erosion, sediment control and drainage.
Duties include but are not limited to
- Reviewing civil plans for compliance with local and state erosion & sediment control, stormwater, Chesapeake Bay, floodplain codes and regulations.
- Attend internal meeting to discuss issues with proposed development
- Receive continuous training to understand the changing regulatory guidelines.
- Assist external customers with questions regarding the permitting process, ChesBay, floodplain, and stormwater management.
- Examines and evaluates plans, specs, and other documents submitted by contractors, engineers, and applicants for compliance.
- Meets and consults with project coordinators, contractors, engineers, owners, etc. to discuss city requirements pertaining to specific projects. Communicates results of review efforts with project owner, engineer, contractor, etc.
- As assigned, prepares letters and reports regarding results of the plan examination efforts and procedures to expedite permit processing. Maintains logs, tracking systems, and specialized databases.
- Performs routine administrative duties such as responding to emails/phone calls. As assigned, performs other duties including providing customer service support related to processing plans and documents as part of the review process; trains inspectors regarding duties and procedures; and provides assistance in processing permit applications, etc.
Qualifications, Special Certifications and Licenses
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in engineering, architecture, or environmental science.
- One year of inspection and plan review experience
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
LICENSING, CERTIFICATIONS and/or OTHER SPECIAL REQUIREMENTS:
Must obtain the following within one year of hire:
- VA DEQ Certified Stormwater Plan Reviewer
- VA DEQ Certified E & S Plan Reviewer
KNOWLEDGE, SKILLS, AND ABILITIES:
TYPICAL KNOWLEDGE, SKILLS, AND ABILITIES: These are a representative sample; position assignments may vary.
Knowledge (some combination of the following):
- Federal, state, and local stormwater codes
- Drainage, civil engineering and design standards and practices
- Surveying and drafting concepts/techniques
- Understanding of aspects of Environmental Science
- Drainage and land development
- Mathematics including Algebra and Geometry
- Bluebeam and/or Adobe Acrobat
- Understanding of Virginia Stormwater Regulations, Virginia Chesapeake bay Regulations, and Federal Floodplain Code
- Experience with state and federal environmental permitting
- Transportation planning or design experience
Skills (some combination of the following):
- Computer proficiency, including Microsoft Office Suite
- Drafting and Surveying
- Bluebeam and/or Adobe Acrobat
- Effective oral and written communication skills
- Drainage and land development design skills
Abilities(some combination of the following):
- Interact with engineers, contractors, and owners to resolve any questions or differences
- Ability to read engineering and/or architectural plans
- Ability to read and interpret written code
- Ability to understand complex mathematics and computations and equations.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to see, talk, hear, and use wrists, hands, and fingers in repetitive movements. The employee is frequently required to balance, stoop, walk, finger (pick, pinch, type or otherwise work primarily with fingers), and occasionally required to climb, kneel, crouch, reach extending hands and arms in any direction, stand, lift and grasp. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
