Description

The City of Richmond Department of Social Services is seeking a highly qualified candidate to fill the position of Family Services Specialist II - Adult Protective Services. The incumbent is responsible for conducting investigations involving reports of abuse, neglect, and exploitation.

Duties include but are not limited to

  • Providing intervention services to elderly and/or disabled adults and their families
  • Investigating reports of abuse, neglect and exploitation in the community, adult homes, nursing care facilities and hospitals
  • Assessing and determining the legitimacy of reports of abuse, neglect and exploitation
  • Gathering/ assessing information
  • Formulating service plans
  • Implementing and monitoring plans and evaluating outcomes
  • Establishing and maintaining individual case records, documenting interactions with clients during visits, meetings, referrals, contacts, actions, and plans;
  • Observing federal, state and local guidelines
  • Maintaining a specialized database to include inputting, retrieving, and analyzing data
  • Generating and reviewing reports to ensure that data is current and accurate
  • Working with the courts and community agencies to ensure that at-risk adults are safe, appropriately placed and have necessary resources to provide for their well-being.
  • Completing Uniformed Assessment Instrument (UAI), counseling clients and making referrals.
  • Participates in Mass Care Center operations during incidents or declared emergencies as needed for the duration of the event.
  • Other related duties as assigned.
This individual may be required to work overtime, nights, weekends, holidays or on-call, as needed.

Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, AND ABILITIES:

Considerable knowledge in principles and practices in the human services field, including knowledge of programs, social-economic trends, and behaviors that impact the delivery of human services; and State and local policies and procedures, laws, and regulations.

Demonstrated skills in advocating and counseling; administering individual and family assessments and interpreting results; Interviewing; Case management, including reporting and documenting; Oral/written communication; and conducting forensic interviews.

Demonstrated ability in understanding and interpreting policies, procedures, regulations, and laws; thinking critically; manage time effectively; make sound judgments; problem solve; and analyze, assess, and evaluate data.


MINIMUM TRAINING AND EXPERIENCE:
  • Bachelor's degree in a Human Services field OR Bachelor's degree in any field with a minimum of two years of appropriate and related experience in a Human Services area (Section 22VAC40-670-20 of the Administrative Code of Virginia)
  • Experience in assigned program area and completion of required training programs or equivalent combination of training and experience which provides the required knowledge, skills and abilities.

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
  • Valid Commonwealth of Virginia Driver's License with a satisfactory driving record.

PREFERRED TRAINING AND EXPERIENCE:
  • Two (2) or more years of Social Work experience working with families;
  • Advanced computer, written and oral communication skills;
  • Ability to effectively develop relationships among a diverse, socio-economic class of clients;
  • Ability to read, write, and speak Spanish fluently.
  • Bachelor's degree in Social Work or Master's degree in Social Work
  • Strong case management skills
  • Knowledge of community resources available to clients
  • Strong collaborative skills
  • Ability to interpret policy
  • Ability to work with a diverse population
  • Knowledge of court procedures/operations
  • Strong oral and written communication skills and computer skills with Microsoft Windows-based software.
