The Payroll Analyst ensures accurate and timely payroll processing while maintaining compliance with applicable laws, policies, and labor agreements. This role collaborates across departments to troubleshoot issues, interpret policies, and deliver consistent, high-quality service to employees and stakeholders. Responsibilities include auditing payroll data, performing complex calculations, maintaining timekeeping systems, and recommending process improvements to enhance efficiency and reduce errors.
Note: This position is a Limited Time Duration position with a scheduled end date on or before December 31st, 2026 with the intention of converting to regular full time at the beginning of the upcoming budget cycled on January 1, 2027, pending City Council approval.

Role & Responsibilities
- Work collaboratively with others to identify and meet customer and organizational needs.
- Ensure programs, processes and procedures are objective and comply with applicable laws, regulations, policies and contracts.
- Ensure accurate and consistent information and/or interpretation of the City’s policies, procedures and contracts.
- Troubleshoot and resolve customer issues as appropriate and collaborate with HR Generalists, Senior Analysts and Program Managers; review, research, interpret and recommend action based on established policies and procedures.
- Research, evaluate, and identify available resources and strategies to meet customer needs.
- Compile information for various projects within assigned areas.
- Track and report performance measures in assigned work areas.
- As a technical expert, participate in providing feedback, guidance and training to develop/educate others.
- Review, analyze, prepare and maintain various items associated with assigned areas (e.g. timelines, strategies, documents, spreadsheets, memorandums, reports, manuals, guides, forms, fliers, letters, etc.).
- Represent the Human Resources Department on various committees and teams.
- Assist in the development of communication plans for various programs and policies.
- Work with others, across the organization, to determine best alternatives in the coordination and application of programs and law.
- Change Management. Whenever change occurs (for example to a CBA, the Personnel Manual, etc.), keep track of the change and the effect on Payroll processing. Communicate and/or train staff on the payroll changes as needed.
- Standard Operating Guidelines. Update/edit SOPs when changes occur, follow existing and updated SOPs, and create, communicate, and follow new SOPs as needed.
- Research and Resolution. Identify and resolve issues that arise and determine how to mitigate those issues from occurring again. Recommend process changes to create efficiency and reduce chances of errors.
- Payroll Processing Structure. Understand current payroll processing structure, recommend areas of improvement and efficiency, provide input to be applied to the HR/Payroll system, and participate in HR/Payroll system upgrades and testing as required.
- Review and Audit. Consistently review and audit information during the processing to minimize and prevent errors.
- Calculations. Conduct complex mathematical calculations using spreadsheet formulas and other calculating methods.

Education and Experience
- High school diploma or equivalent; Associate’s or Bachelor’s degree in Human Resources, Public Administration, Business, or related field preferred;
- Three (3) or more years of directly related experience;
- Any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities.
