The Lead Construction Inspector plays a critical leadership role in ensuring safe, high-quality construction within the City’s Right-of-Way (ROW) and public works projects. This role combines technical expertise, leadership, and problem-solving to guide inspection staff, ensure regulatory compliance, and foster strong partnerships with contractors, stakeholders, and the community. The ideal candidate demonstrates technical mastery, effective communication, and proactive problem-solving, while inspiring a culture of accountability and collaboration across projects.

Role & Responsibilities

Leadership & Team Development

  • Provides clear direction, guidance, and mentorship to construction inspection staff.
  • Fosters a culture of accountability, collaboration, and continuous improvement.
  • Prioritizes and coordinates work to optimize team efficiency and project outcomes.
  • Leads by example, modeling safety, professionalism, and ethical behavior.

Technical Expertise & Problem Solving

  • Applies advanced knowledge of civil engineering principles, construction methods, and public works standards to complex inspection scenarios.
  • Identifies and resolves technical issues proactively, balancing safety, quality, and schedule considerations.
  • Exercises independent judgment to implement field revisions or corrective measures.
  • Monitors construction activities to ensure compliance with plans, specifications, permits, codes, and environmental regulations.

Communication & Stakeholder Engagement

  • Builds and maintains positive relationships with contractors, property owners, developers, and the public.
  • Communicates technical information clearly, both verbally and in writing, to diverse audiences.
  • Negotiates solutions and anticipates potential conflicts or compliance challenges.
  • Serves as a liaison between inspection staff, management, and project stakeholders.

Project Oversight & Quality Assurance

  • Performs onsite inspections of construction work in one or more of the following disciplines:
    • Capital Improvement Projects (CIP) – ensures regulatory compliance and monitors materials, labor, and project quality.
    • Private Development – enforces City, state, and federal regulations.
    • Right-of-Way (ROW) Projects – reviews permits and inspections to safeguard public infrastructure.
    • Single-Family Home Inspections – verifies site work, drainage, erosion control, and utility connections meet City standards.
  • Reviews plans and specifications prior to construction to identify potential issues.
  • Coordinates sampling, testing, and verification of construction materials to ensure compliance.
  • Maintains accurate and complete documentation of inspections, pay estimates, change orders, and field revisions.
Safety & Regulatory Compliance

  • Promotes safe work practices and ensures construction activities meet OSHA, City, state, and federal safety requirements.
  • Monitors traffic control, trenching, confined space entry, and erosion control measures.
  • Issues stop-work orders when necessary to enforce compliance.

Qualifications

Education and Experience

  • AA degree in Engineering or related field with 5 or more years of vocational training/experience in construction inspection or similar field.
  • High School diploma or GED with 8 or more years of vocational training/experience in construction inspection or similar field.
  • Proficient with Microsoft Outlook, Word and Excel.
  • A combination of education and experience that would provide the applicant with the desired knowledge, skills and abilities.

Licenses and Certificates

  • Valid WA state driver's license required
  • Preferred flagger and CESCL certifications.
