This is an exempt position responsible for advanced technical and managerial work in the administration, operation, and maintenance of the City’s Geographic Information System (GIS).

The employee in this classification exercises considerable initiative and independent judgment within established GIS standards and Information Technology policies. This position is responsible for leading and managing a team of GIS professionals, including analysts, database administrators, and data collection personnel, and requires the ability to effectively supervise staff, coordinate workloads, and support professional development.

The position also supports the continuous improvement and expansion of GIS services, applications, and capabilities across the organization, ensuring that GIS technologies align with operational needs and strategic goals of the City.

GIS operates as a division within the Information Technology Department and ultimately reports to the Information Technology Director.

Employees are hired as AT WILL employees that serve at the pleasure of the City and may be terminated at any time with or without cause.
Leads the development, implementation, and administration of the City’s enterprise GIS program, including ESRI ArcGIS platforms such as ArcGIS Online and/or ArcGIS Enterprise (Portal).

Develops and maintains web-based GIS applications, dashboards, and mapping solutions to support City departments and public-facing services.

Establishes and enforces GIS data governance standards, including data quality, integrity, security, and lifecycle management.

Coordinates GIS integrations with internal and external systems, including public safety systems (CAD/RMS, E911), permitting systems, and other enterprise applications through APIs and data services.

Provides strategic direction for cloud, hybrid, and on-premises GIS infrastructure, including system architecture, performance, and scalability.

Manages GIS-related projects, including planning, prioritization, scheduling, and coordination with internal stakeholders and external vendors.

Prepares and manages the annual GIS division budget, including forecasting, planning, and monitoring expenditures.

Responsible for the supervision, hiring, training, and performance evaluation of GIS staff.

Provides leadership and oversight of GIS personnel and initiatives, and monitors daily work and project tasks utilizing an IT Helpdesk system.

Develops and maintains GIS data layers, including utilities (water, sewer, stormwater), parcel, and address datasets.

Prepares thematic maps and presentation displays based on demographic data and land information, and presents findings to administrative staff and the public.

Review drawings including plats, replats, site plans, paving, drainage and utility installations and upload data to graphic and attribute database.

Performs related field work as required and as directed, including the use of equipment based on the Global Positioning System (GPS).

Ensures compliance with the City code and procurement policies and procedures by reviewing and monitoring procurements conducted by any designee, department or official.
Extensive knowledge of GIS principles, best practices, and the ESRI application suite, including desktop and enterprise platforms.

Extensive knowledge of municipal operations, including land records, parcel data, and property appraisal folio systems.

Strong understanding of geospatial data management, mapping concepts, and spatial analysis.

Ability to lead and manage technical staff, including assigning work, evaluating performance, and supporting team development.

Ability to manage multiple priorities and projects while maintaining organization and meeting deadlines.

Ability to interpret technical documents, including engineering plans and related materials.

Ability to communicate effectively, both verbally and in writing, including presenting information to staff, leadership, and the public.

Ability to establish and maintain effective working relationships with internal departments, external agencies, and the public.
 
DESIRABLE EXPERIENCE AND TRAINING
Graduation from a four-year accredited college or university with major course work in GIS or related field.

Minimum five (5) years of professional experience using ESRI GIS technologies, including ArcGIS Pro or ArcMap, as well as ArcGIS Online and/or ArcGIS Enterprise (Portal).

Minimum 3 years in a managerial position with clearly demonstrable management skills.

Some additional engineering and/or technical training related to public works projects.

Any equivalent combination of education, experience and training which provides the required knowledge, abilities and skills may be considered.
Worked performed in an office environment. At times you will be required to drive and visit other locations. At times you may be outside to collect or verify information. Travel will be required for conferences and training. 

Salary : $75,062 - $139,960
