The Public Works Asset Management Coordinator plays a vital role in building and managing an infrastructure asset management program that supports Plano’s growing needs. This position calls for someone who thrives on problem-solving, planning, and improving systems. Working independently and collaboratively, you will use your expertise to guide long-term infrastructure decisions. The ideal candidate will focus on above-ground operations, including traffic signals, signs, and pavement.

Summary Of Duties

The Asset Management Coordinator is responsible for developing and implementing an infrastructure asset management program for assigned department. Work includes the application of highly specialized knowledge related to the design, development and implementation of infrastructure asset management programs. Considerable latitude is given for independent action within the scope of oral and written direction from superiors. There are two positions in this job classification for Public Works: one is responsible for underground infrastructure (water/sewer/storm) and the other is responsible for above ground infrastructure (traffic signals/signs/markings/pavement/etc.)

Essential Job Functions

  • Designs, develops, guides and manages the implementation of infrastructure asset management programs including the development of concepts, procedures, guidelines, analytical methods, business methods, decision-making systems, and data collection methods.
  • Provides technical expertise and assistance to other department staff regarding policies, procedures and methods related to asset management.
  • Oversees the implementation of asset management software to ensure quality data entry by staff, related GIS records are correct, and maps and data are updated regularly.
  • Performs technical research as related to specific programs or systems and present findings in verbal or written format to superiors, co-workers or the general public.
  • Researches and responds to information requests.
  • Monitors and analyzes performance metrics, including, but not limited to for the Capacity, Management, Operation, Maintenance plan, pavement management program, and sign replacement program.
  • Trains Superintendents, Supervisors and field personnel on asset management software as needed to ensure proper data collection.
  • Develops analyses, comparative statistics and graphic depictions for asset management scenarios and planning; analyzes department operations for variance, efficiency and productivity, and develops recommendations.
  • Regular and consistent attendance for the assigned work schedule is essential

Additionally, when assigned to Parks and Recreation:

  • Works directly with asset management software vendor to optimize and customize the program to best fit the needs and requirements of the Parks Department.
  • Supervises the Asset Management Technician and Work Management Specialist positions.

Marginal Duties

  • Performs other duties as assigned.

Typical Decisions

  • The incumbent makes recommendations to the manager for asset management activities as assigned. Interprets statistical data and reports to develop narrative; determines the methodology by which asset management scenarios are conducted; identifies additional problems and constraints within the scope of projects assigned by the manager.

Minimum Qualifications

Knowledge Of:

Terminology, principles and practices used in infrastructure asset management including how infrastructure is maintained, operated and preserved. Application of geographic information systems (GIS). Infrastructure inventory, condition assessment, risk assessment and preservation methods and procedures. Methods of statistical analysis and report writing.

Skills And Abilities

Must have highly effective analytical skills; solving problems; planning and organizing work within context of long-term and complex assignments; communicating effectively both verbally and in writing; interacting with city employees at all levels. Gathering, organizing, and analyzing data in an objective, unbiased manner; arriving at sound conclusions based on logical and accurate analyses; summarizing and presenting findings concisely and clearly; using computers and software applications, such as Windows, databases, spreadsheets, word processing, presentation and in the use of report writing software.

Education

Bachelor’s degree in Business Administration, Economics, Public Administration or closely or related field.

Experience

Four (4) years of experience with asset management, statistical research and analysis using automated systems and records. Previous experience in public sector or public works infrastructure projects desired.

Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.

Licenses and Certifications

Texas Class “C” driver’s license (must obtain within 30 days of hire per state law).

Conditions of Employment

  • Must pass a drug test, driver’s license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Employees who use their personal vehicle for City business are required to maintain proof of financial responsibility under the Texas Transportation Code 601, which includes carrying the minimum liability insurance limits as defined by the Texas Department of Insurance.

Physical Demands and Working Conditions

This is primarily an office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees may be required to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
