Position Summary

Supervises the Bureau of Planning, Policy, and Permitting within the Department of Mobility and Infrastructure. Provides advice and guidance on sustainable, equitable, progressive transportation policies, networks, services and management. Provides managerial leadership and staff development while working across the Department, municipal government and with partners across the globe.

Qualifying Requirements

Your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will receive notice of your eligibility status.

WORK EXPERIENCE : The application must clearly show six (6) years of full-time experience in transportation, public administration, policy analysis or management. Prior supervisory experience is preferred. (Less than full-time experience will be calculated on a pro-rated basis.)

EDUCATION/TRAINING : The application must clearly show a Bachelor's degree in Urban Planning , Public Policy, Business Administration, Public Administration, Engineering or a related field. (See NOTE under General Application Requirements regarding education/training verification.)

EQUIVALENCY : Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is ten (10) years. (See NOTE under General Application Requirements regarding education/training verification.)

CIVIL SERVICE EXAMINATIONS

You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position. POSITION DUTIES

  • Supervises a Bureau with a wide variety of responsibilities, including transportation planning, policy development, right-of-way management, utility coordination, and interagency cooperation.
  • Oversees development of system plans and multimodal networks; collaborates on implementation.
  • Designs policy responses to new mobility trends such as highly autonomous vehicles, shared mobility, connected technology, and electric vehicles.
  • Manages the review, pricing, monitoring, and enforcement of public rights of way usage through the issuance of right of way permits consistent with adopted plans and policies.
  • Manages the conceptual design of transportation facilities.
  • Coordinates with county and regional organizations and entities to plan transportation infrastructure improvements and mobility systems.
  • Oversees the gathering and analysis of data on the condition and use of the mobility system.
  • Develops, communicates and maintains policies for the use, management, design and oversight of public mobility services, transportation facilities and public rights of way.
  • Works with internal and external parties to manage transportation demand on the mobility system.
  • Evaluates and advises on state and federal legislative proposals impacting the City's mobility network.
  • Leads the integration of "Smart City" infrastructure solutions into the City's mobility network and guides the installation of new technology on public rights of way.
  • Serves as the main point of contact for institutional and corporate stakeholders and partners.
  • Identifies and supports funding requests from local, state, federal, corporate, and philanthropic resources.
  • Advises on strategic and sustainable funding for transportation, mobility and infrastructure enhancements for city assets and stakeholders.
  • Serves as liaison to academic researchers wishing to partner with the city for research, development, and deployment of new mobility technology.
  • Represents the Department of Mobility and Infrastructure and the City by attending City Council meetings, work sessions, neighborhood meetings, local and regional boards, commission sessions, and national gatherings.
  • Supports the Director in the development of annual departmental operating budgets; develops and prioritizes capital improvement program project requests; ensures the proper monitoring and reporting of budget revenues and expenses.
  • Designs and implements process improvements.
  • Informs and advises the Director on all significant planning, policy and performance matters.
  • Evaluates work; recommends and implements approved disciplinary and/or corrective action; provides training and/or technical assistance as requested or required. Manages area of responsibility in strict accordance with applicable laws, regulations and established policies, including union agreements.
