About This Position

The City of Phoenix Human Services Department is seeking Victim Advocates to join the Victim Services Division. This division provides comprehensive services to victims of domestic and sexual violence, homicide, and other violent crimes; and takes a leadership role in educating the community about the impact of violence.

Victim Advocates work onsite or provide mobile advocacy to victims of crime in the community and/or on-scene with law enforcement. They assist victims of violent crime, including domestic violence, sexual assault, human trafficking, homicide, vehicular crimes, secondary victimization, and may assist in incidents which involve an officer-involved shooting and/or an in-custody death. Additionally, they interact with judges, prosecutors, detectives, patrol officers, and/or other governmental agencies, and may escort victims of crime to court and/or obtain orders of protection.

Responsibilities Include

  • Conducting intakes.
  • Explaining victims' rights
  • Providing safety planning.
  • Conducting lethality assessments.
  • Staffing challenging and high-profile cases.
  • Presenting and tabling at community events.
  • Providing community resources.
  • Explaining investigative and criminal justice procedures to victims.
  • Conducting assessments and crisis management for victims of crime cases.
  • Coordinating referrals to various agencies.
  • Managing a caseload and subsequent documentation, including data entry.
  • Providing information for various reports and grants.
  • Other duties as assigned by the supervisor.

Some new hires starting in temporary positions may be made regular in a future budget cycle. Temporary positions will have most City benefits but will not earn city retirement credits or participate financially into the city's retirement program. If a successful candidate is a current City employee, all benefits will still be applicable, and the employee will still contribute to their pension. Temporary positions are not covered under civil service rules, and thus employment is considered "at-will" and employees may be separated at any time.

The schedule for this position is from Monday-Friday 8:00am - 5:00pm. Occasional after-hours and weekend community events are required. Once onboarding is sufficient and the employee is in good standing after six months, they may be eligible for one telework day per week.

IDEAL CANDIDATE

  • Possess strong computer skills with a working knowledge of all Microsoft applications, including PowerPoint, and procurement procedures.
  • Ability to work as a team player.
  • Ability to provide trauma informed care.
  • Knowledge of Adverse Childhood Experiences (ACE's).
  • Knowledge and/or experience in safety planning, victim's rights, court system, social services, trauma and secondary trauma.

SALARY

Pay Range: $21.54 - $42.64 per hour.

Hiring Range: $21.54 - $35.08 per hour.

Pay Range Explanation

  • Pay range is the entire compensation range for the position classification.
  • Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
  • Promotions occur when the last two digits of the pay grade increase.
  • Demotions occur when the last two digits of the pay grade decrease.
  • Lateral transfers occur when there is no change to the last two digits of the pay grade.
  • When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

Minimum Qualifications

  • Two years of experience in casework management, counseling, working with crime victims, or related activities.
  • Bachelor's degree in social work or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

  • Experience developing resources and/or working with community partners.
  • Experience providing crisis intervention to vulnerable populations.
  • Experience providing customer service to a diverse population.
  • Experience working with domestic violence, sexual violence, and homicide.
  • Experience developing case plans in a case management setting.
  • Experience providing on-scene crisis and behavioral health services.
  • Experience working with victims of crime in an advocacy field.
  • Experience with safety planning, victim's rights, social services, trauma & secondary trauma.
  • Experience with court or legal advocacy.
  • Experience in safety planning, victim's rights, court system, social services, trauma and secondary trauma.
  • Working knowledge of Adverse Childhood Experiences (ACE's).
  • Experience in timely and accurate case documentation
  • Proficiency using Microsoft Word and Excel.
  • Proficiency in Spanish or another language in addition to English, desired though not required.
