The Phoenix Finance Department is seeking an experienced, innovative, customer service-focused Fiscal Manager to oversee professional employees and lead major programs consisting of financial accounting and reporting, federal grant monitoring and reporting, system reconciliations, and capital asset tracking. The Fiscal Manager is responsible for directing a wide range of activities including preparation of audited financial reports, acting as point of contact for both internal and external auditors, interpreting and implementing accounting guidance as promulgated by the Governmental Accounting Standards Board (GASB), and providing accounting guidance to City Departments.
Working collaboratively with City Departments and external partners, the Fiscal Manager plays a key role in strengthening the City's financial stewardship and ensuring a shared commitment to reliability, transparency, and sound fiscal management. The position exercises significant initiative and independent judgment under the general direction of a Deputy Finance Director.
The Financial Accounting and Reporting Division (FAR) provides current, comprehensive and accurate information about the financial position of the City to both internal and external customers while maintaining the highest levels of customer service.

Pay Range: $102,668.80 to $144,476.80 annually.
Hiring Range: $102,668.80 to $131,040.00 annually.

Areas of responsibilities for the Fiscal Manager in the FAR Division may include:
- Responsibility for the compilation of the City's Annual Comprehensive Financial Report including primary contact for the external auditors.
- Responsibility for the compilation of the City's annual Federal Single Audit including primary contact for the external auditors.
- Responsibility for the preparation of financial statements necessary for bond sales and continuing disclosure materials for the bonds.
- Supervision of professional level staff including prioritizing work, writing performance evaluations and reviewing work product.
- Working with departments to improve grant reporting and oversight.
- Oversee reporting for the Housing Department Mixed Finance Properties.
- Oversee accounting and reporting for the City's utility joint ventures.
- Oversee accounting and reporting for the City's fiduciary funds.
- Oversee capital project and capital asset reporting and tracking.
SALARY
Pay Range: $102,668.80 to $144,476.80 annually.
Hiring Range: $102,668.80 to $131,040.00 annually.

Minimum Qualifications
- Four years of professional experience in budget, finance, public administration or accounting, including either one year of supervising professional staff or responsibility for an agency-wide governmental capital improvement program.
- Bachelor's degree in finance, accounting, statistics, business, or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted.

The minimum qualifications listed above, plus:
- Experience with implementing new accounting standards promulgated by GASB.
- Ten years of professional-level supervisory experience in governmental accounting, federal financial reporting and compliance, budgeting, auditing, cost accounting and payroll.
- Experience in management accounting, preparing financial statements, governmental accounting.
- Master's degree is preferred.
- Licensed CPA.
