The City of Pearland, TX is seeking to hire a full-time Purchasing Business Partner to support the day-to-day operations of our Purchasing Division in our Finance department. Are you service-oriented? Could you excel in a fast-paced environment? If so, you may be perfect for this position.

The Purchasing Business Partner earns a competitive annual salary of $68,268.87-$87,042.80/ based on experience. Additionally, the city pays all premiums for our employees' dental, long-term disability protection, and life insurance plus the majority portion of the medical premium for employees and their dependents. We also offer a retirement plan through the Texas Municipal Retirement System (TMRS) with a 2:1 employer match, life insurance, disability, access to the city's recreation fitness center, employee assistance program, educational assistance, 11 paid holidays and 2 designated paid holidays, paid vacation, sick leave, and an active wellness program focusing on physical, mental, and financial health.

A DAY IN THE LIFE OF A PURCHASING BUSINESS PARTNER

The Purchasing Business Partner is a pivotal center of our procurement strategy. This role crafts and executes procurement strategies, supervises contract management, and cultivates vendor relationships. Their specialized expertise ensures seamless alignment with our strategic objectives, with a pivotal focus on optimizing contracts and nurturing vendor partnerships. Furthermore, they provide essential oversight, mentoring, and training, fostering team growth and development. This role encompasses the entire contract process and supports various departments.

This position collaborates closely with other Purchasing Business Partners, functioning independently and reporting significant activities through periodic meetings, all while operating under limited supervision.

Essential Functions:

Supporting city internal business partners with a wide range of procurement processes, including bidding, request for proposals, and various purchases.

Ensuring strict compliance with established policies and procedures for the acquisition of materials, supplies, equipment, and services.

Contributing to the development, revision, and city-wide training of Purchasing and Contract policies, procedures, and systems.

Work in conjunction with internal business partners and vendors to conduct negotiations for Consumer Price Index (CPI) increases within contracts, adhering to the guidelines provided by the U.S. Bureau of Labor and Statistics.

Managing vendor correspondence to ensure corrective actions, dispute resolutions, and desired performance.

Maintaining regular communication with key user department personnel to ensure internal compliance and the effectiveness of procurement systems.

Generating and reviewing Agenda Requests for contract-related bid awards and renewals.

Preparing, managing, and submitting quarterly vendor spending reports. Preparing bid solicitations, awards, and contracts for specific city departments.

Managing the posting, tabulation, and dissemination of information to City departments and vendors while serving as a vendor liaison.

Crafting bid specifications and managing the preparation and renewal of contracts.

Researching and developing bid solicitations for contract bids in collaboration with departments.

Comprehensive monitoring of the city's purchasing card program, including cardholder setup, transaction documentation verification, and cardholder assistance.

Monitor of the coordinating and preparing of surplus items for auction via GovDeals.

Support for the management of the full lifecycle of contracts, including document generation, execution supervision, and the evaluation of best value bids and proposals.

Support for the management of an efficient bid log and bid calendar to effectively track contracts.

Undertaking any related tasks as assigned.

Additional Duties:

Establishes ongoing communication with key personnel from user departments to ensure internal compliance and the effectiveness of procurement systems.

Conducts audits of vendor invoices and related documents to verify adherence to Purchasing policies.

Undertakes any other tasks as assigned.
