What are the responsibilities and job description for the Utilities Foreman - Water Distribution position at City of Palm Bay?
High School Diploma, GED or equivalent. Coursework in water and/or wastewater technologies preferred. Must have five (5) years of direct experience with water distribution or wastewater collections systems. Two (2) years of experience in operational decision making in Water Distribution or Wastewater Collection systems. Must possess a valid Florida Class A Commercial Driver’s License with tank endorsement and have and maintain an acceptable, safe driving record.
SPECIAL REQUIREMENTS:
Certifications in Trenching and Shoring and Confined Space required. Must possess a Florida Department of Transportation Intermediate Maintenance of Traffic Certification, an OSHA 30 certification and an Excavator Operator Training Certification.
When assigned to Water Distribution: Must possess a valid Florida Department of Environmental Protection (FDEP) Water Distribution System Operators Class I License*.
*For internal candidates: A Class II License will be accepted upon hire with the requirement to obtain the Class I License within twelve (12) months of hire.
When assigned to Wastewater Collections: Must possess a valid Florida Water & Pollution Control Operators Association (FWPCOA) Wastewater Collection System Operator Technician Level I Certification*. Completion of all of the following California State University Sacramento (CSUS) courses will also be accepted:
- Operation and Maintenance of Wastewater Collection Systems, Volume 1, 90-hour course
- Operation and Maintenance of Wastewater Collection Systems, Volume 2, 64-hour course
- Collection Systems: Methods for Evaluating and Improving Performance, 30-hour course
*For internal candidates: A Level II Certification or equivalent CSUS courses will be accepted upon hire with the requirement to obtain the Level I Certification or equivalent CSUS courses within twelve (12) months of hire.
Licenses/Certifications must be kept current while in this classification.
Must be able to use hand tools, read simple blueprints and schematics. Must have knowledge of computer systems and the ability to utilize technology such as tablets and desktop computers to complete various trainings and tasks as assigned. Hands-on experience with operating and maintaining light and heavy equipment preferred.
NOTE: Out of State candidates applying for reciprocity of the required license may be considered for this position.
ESSENTIAL JOB FUNCTION
Supervises, assigns and performs Utilities activities such as: locating, inspecting, repairing, installing and maintaining water and sewer mains, service lines and utility related appurtenances like, fire hydrants, water meters, valves, pumps, air release/vacuum valves, lift stations, wells and sanity sewer manholes.
Ensures the restoration of utility easements and public right of way, which includes but is not limited to cleaning, repairing, and replacing sidewalks, curbs, driveways, and landscaping.
Develops, establishes and ensures adherence to policies, procedures and standards, and instructs and advises subordinates, as necessary, resolving problems as non-routine situations arise.
Inspects work areas prior to beginning work and ensures safety of work sites and practices.
Assigns work orders to subordinates; ensures jobs are completed and recorded appropriately.
Actively enters and reviews data in the Computer Maintenance Management System (CMMS).
Assigns the issuance of public notices like precautionary boil water, smoke testing, planned service interruption doorhangers.
Flushes fire hydrants, obtains pressure readings, and collects water and/or wastewater samples for various analyses, as needed.
Submits locate ticket requests to Sunshine 811.
Makes recommendations for routine personnel matters affecting direct subordinates, including recruiting, interviewing, hiring training, assigning, scheduling, granting leave, appraising and disciplining, etc., submitting such records and reports as required by Department and City management.
Prepares and maintains various activities records and reports; submits reports to superiors as requested or as otherwise deemed appropriate; projects personnel and cost estimates to assist in Department budget proposal preparation. Utilizes and maintains computer programs and data bases.
Ensures that all health and safety policies are adhered to protect employees and the public.
Reviews project plans and specifications to ensure compliance with applicable codes and ordinances and recommendations amendments or alterations to achieve compliance as necessary. Confers with City staff to ensure compliance of all site work prior to issuance of certificate of occupancy.
Responds to questions and complaints from the public related to division activities and explains City of Palm Bay Utility policies; consults with staff to resolve technical, operational or personnel problems; troubleshoots complex technical problems, develops alternative solutions and makes recommendations for action.
Assists in the development and implementation of division goals, objectives and policies.
Monitors and maintains schedules for equipment and related appurtenances; oversees performance of maintenance and repair work as scheduled or otherwise necessary.
Determines the need for mobilizing equipment.
Operates and maintains light and heavy equipment as needed.
May be assigned to shift work. May be required to work weekends and holidays.
Must participate in the rotational on-call to respond to emergencies after normal working hours and on weekends.
