The Public Services Department of the City of Norwalk is looking for an Assistant Engineer to join its Engineering team. In this role, you will be responsible for performing advanced technical and paraprofessional engineering tasks. Your duties will include working on various City projects by preparing plans, designs, and specifications, reviewing work completed by external consultants, and preparing engineering reports. Additionally, you will provide general supervision and perform related tasks as necessary in the office and the field.
Essential duties include, but are not limited to, the following:
 
Performs a variety of complex paraprofessional engineering work; prepares designs of public works projects according to general guidelines, objectives, and specifications.  Prepares and submits specifications and cost estimates for public works and other projects, including streets, water, storm drain and sewer projects.
 
Reviews improvement plans, parcel maps, road and grading plans, drainage plans, related maps, specifications, and other information for accuracy, format; may review for conformance to established engineering practices, and compliance with state, county and city laws, ordinances, and regulations.  Assists in the compliance efforts related to the implementation of the City's National Pollutant Discharge Elimination System (NPDES) program.
 
Provides liaison to contractor representatives in coordinating contract projects; monitors and inspects project construction activity; reviews and prepares environmental analysis and determinations; assist with change order preparation as necessary to recommend alteration of plans and specifications.
 
Prepares pubic works conditions of approval; calculates and collects development fees, permit fees, deposits, bonds; processes improvement plans.
 
Assists in the development and implementation of the Capital Improvement Program.
 
Responds to inquiries and provides technical assistance to developers, contractors, and the public.
 
Provides liaison with other governmental agencies in assisting in the development, planning, design and construction administration of cooperatively funded projects and programs.
Knowledge, Skills, and Abilities
 
Knowledge of:  engineering principles and practices as applied to public works; related federal and state laws, ordinances, and regulations; methods and techniques utilized in the preparation of public works projects, designs, and related plans, specifications, and cost estimates; the principles, methods, and equipment utilized in surveying and materials testing.
 
Ability to: perform complex paraprofessional engineering work; including project design; conduct inspections and evaluate construction relative to approved plans and specifications; coordinate the work of others involved in related activities; prepare and maintain records and prepare reports; interpret and apply related laws, ordinances, and regulations; communicate effectively both orally and in writing; establish and maintain cooperative working relationships; work well with other governmental agencies in the processing of cooperatively funded projects.
 
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary.  Example combinations include:
 
Completion of a four-year college curriculum, or equivalent, with major course work in civil engineering or closely related field and one year of progressively responsible work in the field of civil engineering.
 
Required Licenses and Certificates
Possession of a California EIT Certificate is desirable.  Requires possession of or ability to obtain an appropriate California driver's license and a satisfactory driving record.

Physical Demands
Work is performed mostly in office settings. Some outdoor work is required to inspect various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate drafting instruments, computers, and various pieces of office equipment.
 
While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls, and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear, and smell.
 
The employee must occasionally lift and/or move up to 25 pounds.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
 
Work Environment
While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.  The noise level in the work environment is usually quiet to moderate.
