What are the responsibilities and job description for the Code Compliance Officer position at City of North Miami?
Performs a variety of skilled technical and administrative support tasks, predominately in the field and in an office setting related to the City’s code compliance program, under the general supervision of the Code Compliance Manager. Employees in this classification receive and investigate complaints, proactively patrol assigned geographic zone, educate residents and business owners regarding code requirements and violations, review inspection reports, determine violations and prepare Notices of Violation or issues Citations. Work involves performing field inspections as well as interpreting technical legal provisions and administrative directives pertaining to code enforcement. Working with diverse cultural and socioeconomic groups using tact, discretion, initiative and independent judgment with established guidelines. Duties require the use of judgment and tact in explaining regulations to property owners, businesses and attorneys.
- Receives, records, and investigates complaints from the public and staff regarding violations of municipal codes, ordinances, standards, and health and safety regulations. Documents violations by securing photographs and other pertinent data.
- Initiates and performs proactive field investigations for non-compliance with or in violation of City codes and ordinances; performs verification and determination of the nature of the violation.
- Prepares and serves notices.
- Researches ownership records, prior complaints, municipal codes and ordinances to establish whether a violation has occurred.
- Utilizes personal computers and computer software to perform word processing and spreadsheet functions; prepares and maintains computerized reports.
- Provides superior customer service and correspondence with citizens who are in violation of city codes; explains actions required to comply with ordinances and provides remedial action alternatives.
- Builds and maintains positive working relationships with co-workers, other employees, and the public using principles of good customer service; promotes and represents the City to the public in a friendly, helpful and professional manner.
- Conducts follow-up investigations to ensure compliance; prepares noncompliance cases for legal action.
- Prepares case file reports related to citations and violations;
- Presents case documentation and information, and testifies at the Special Magistrate hearings regarding case facts, conditions, findings and relevant code sections.
- Interacts and consults with a variety of individuals and groups in the performance of job responsibilities, including City personnel in various Departments, City Attorney, county and state agencies, property owners, business owners, HOA groups and others
- Performs evening, early morning or weekend inspections as necessary to secure compliance as required by Department
- Types, proofreads and processes a variety of documents including general correspondence, forms, answers phone calls and makes appointments
- Attends and participates in community meetings as required.
- Prepares work orders, reviews work completed by violators and contractors to ensure compliance with corrective action instructions.
- Graduation from an accredited high school or equivalent.
- Must possess previous customer service experience preferably performed in a public service environment.
- Considerable experience in the daily use of a computerized system required.
- Proficiency with Microsoft Word is required; Basic knowledge of Excel preferred
- Municipal code compliance and /or investigate experience preferred
- Must possess and maintain a valid Florida Driver License and satisfactory driving history throughout employment.
- Florida Association of Code Enforcement Level 1 certification is preferred.
- Good knowledge of the geography of the City, including the location and layout of primary and secondary streets and highways.
- Ability to manage and prioritize routine, specialized and complex oral and written assignments and problems utilizing knowledge acquired through prior education, training, experience
- Some knowledge of routine legal procedures as related to the enforcement of laws and ordinances.
- Ability to learn City codes, laws and regulations, administrative practices relating to enforcement procedures and ability to apply this knowledge to specific problems.
- Ability to deal tactfully with the public.
- Proficiency with Microsoft Word is required; Basic knowledge of Excel preferred.
- Ability to effectively communicate and educate the general public in layman’s terms
- Knowledge of office practices including filing and basic record keeping.
- Knowledge of the operation of standard office equipment including cell phone and computer equipment, copiers and printers.
- Knowledge of basic mathematics.
- Knowledge of business letter writing and typing formats
- Ability to communicate clearly and concisely, both orally and in writing
- Ability to read, speak and write in English.
- Must possess mobility to work in the field and in a standard office setting and use standard office equipment, including a computer, to operate a motor vehicle, drive on surfaced streets, and make inspections. The job involves field work requiring frequent walking; positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites.
- Employees work both in the field and in the office and are occasionally exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, mechanical and/or electrical hazards and may interact with upset individuals in interpreting and enforcing departmental policies and procedures.
