GENERAL STATEMENT OF RESPONSIBILITIES
Under limited supervision, this position is responsible for performing complex and precise concrete
work. Reports to the Crew Supervisor C - Concrete.
ESSENTIAL JOB FUNCTIONS
Responsible for the effective supervision of assigned staff including leave approval, performance
management, employee relations, prioritizing and assigning work and related activities.
Performs difficult concrete work such as rebuilding or replacing masonry such as stairs, wheel chair
ramps and manhole casting; leveling, smoothing, shaping and curing concrete; installing, adjusting
and repairing manholes and cast iron tree grates; constructing curb and gutter, sidewalks, parking
lots, traffic islands, storm drains, ramps, driveway aprons and special projects. Removes old concrete
and debris and performs general landscaping.
Prepares and reviews work orders and processes; implements work processes and safety standards;
estimates materials for projects; maintains and monitors inventory of equipment, parts, tools,
supplies work orders, service requests and quality assurance programs. Provides cost estimates;
evaluates resource needs and manages the effective deployment of resources. Advises staff on
difficult issues and makes decisions on exceptional situations to manage and implement appropriate
services and assistance; responds to citizen inquires and complaints.
Operates heavy equipment to include backhoes, front end loaders, tamps, single axle and tandem
dump truck and flatbed form truck; utilizes instruments to include transits, air compressors, jack
hammers, snow plows, sand spreaders and hand and power tools.
Ensures the safety of City equipment, private property, and others by following proper safety
procedures, checking for traffic and underground utilities; sets out traffic cones and signs according
the Manual of Uniform Traffic Control Devices (MUTCD) and flags traffic for work performed.
Participates in leaf collection, snow removal and debris operations.
Performs other work as assigned.

REQUIRED KNOWLEDGE
Street Maintenance – Knowledge of the principles, practices and procedures used in street repair
and maintenance to include curb and gutter, sidewalks, manhole rehabilitation and related
concrete work. Knowledge of methods, material, tools and equipment used in maintaining and
servicing streets.
Safety - Knowledge of occupational hazards, safety precautions, and safety regulations related to
equipment operation and general street repair and construction work. Knowledge of traffic laws
and regulations governing the operation of equipment.
Supervision - Knowledge of leadership techniques, principles and procedures to assign work,
schedule and train staff.
Customer Service – Knowledge of principles and processes for providing customer services. This
includes setting and meeting quality standards for services and evaluation of customer
satisfaction.

appropriate judgment in establishing priorities and resolving complex matters. Considers the
relative costs and benefits of potential actions to choose the most appropriate one.

organizations.
REQUIRED ABILITIES
Communication – Ability to communicate ideas effectively. Ability to listen and understand
directions, information and ideas presented verbally and in writing. Ability to handle a variety of
customer service issues with tact and diplomacy in a confidential manner.
Coordination of Work – Establishes and implements effective administrative programs and
procedures. Plans and organizes daily work routine and establishes priorities for the completion
of work in accordance with sound time-management methodology. Performs a broad range of
supervisory responsibilities over others.
EDUCATION AND EXPERIENCE
Requires a high school diploma and 5-7 years of precise concrete experience or related street
maintenance experience and 2-3 years of lead or supervisory experience, or any equivalent
combination of education and experience.
ADDITIONAL REQUIREMENTS
Requires satisfactory results from a pre-employment medical evaluation; pre-employment substance
abuse testing and is subject to random alcohol and controlled substance testing.

Must obtain a Commercial Driver’s License (CDL) permit prior to employment and complete the
practical portion of the CDL test within 60 days of employment.
Must successfully complete the required National Incident Management System (NIMS) Incident
Command System Certifications and the Virginia Department of Transportation (VDOT) Flagger and
Intermediate Work Zone Traffic Control Certifications within one year of employment.
The job is considered Essential Personnel and will be required to work during and following natural
disasters and emergency situations.
PHYSICAL REQUIREMENTS
Tasks require the ability to exert heavy physical effort in heavy work, with greater emphasis on
climbing and balancing to include climbing ladders.
Some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying,
pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).
May occasionally involve heavier objects and materials (up to 100 pounds).
SENSORY REQUIREMENTS
Some tasks require the ability to perceive and discriminate sounds, depth, texture, and visual cues
or signals.
Some tasks require the ability to communicate orally.
ENVIRONMENTAL EXPOSURES
Performance of essential functions may require exposure to adverse environmental conditions, such
as dirt, dust, pollen, odors, wetness, humidity, weather, fumes, temperature and noise extremes,
hazardous materials, machinery, vibrations, traffic hazards, toxic agents, animals/wildlife, or water
hazards.
