GENERAL STATEMENT OF RESPONSIBILITIES

Under general supervision, this position performs difficult asphalt work involved in street paving,
roadway openings and asphalt replacement. Reports to the Crew Supervisor C.

There are two (2) levels of Asphalt Finisher distinguished by the level of work performed and the
qualifications of the employee.

ESSENTIAL JOB FUNCTIONS

Performs manual labor laying asphalt to patch and pave asphalt roadways according to Virginia
Department of Transportation (VDOT) regulations; assists in setting up traffic control devices; uses a
jackhammer to cut asphalt; removes soiled material from openings; tamps and compacts openings;
shovels asphalt into asphalt hopper.

Performs the street maintenance repairs; operates heavy equipment to include single axle and tandem
dump trucks, patch trucks, front end loader with attachments, tar distributer, pulverizer, excavator,
rollers, and truck with trailer; utilizes instruments to include air compressors, jack hammers, snow
plows, sand and chip spreaders and hand and power tools.

Ensures the safety of City equipment and others by following proper safety procedures, watching for
and locating underground utility lines, sets out traffic cones and signs according the Manual of
Uniform Traffic Control Devices (MUTCD) and flags traffic for work performed.

Works with other crews for cross training, routine maintenance, weather related emergencies, or to
meet organizational demands.

Completes required records, reports, forms and work orders.

Performs other duties as assigned.

REQUIRED KNOWLEDGE


Street Maintenance – Knowledge of the principles, practices and procedures used in street repair
and maintenance to include road undercutting, rebuilding, and asphalt work. Knowledge of
methods, materials and compounds, tools and equipment used in maintaining and servicing
paved roadways. 

Equipment Operation –Knowledge of the proper procedures for operating, inspecting and
maintaining assigned equipment. Knowledge of traffic laws and regulations governing the
operation of equipment. 

Safety - Knowledge of occupational hazards, safety precautions, and safety regulations related to
equipment operation, hazardous materials, traffic patterns and conditions, and other work related
precautions.

REQUIRED ABILITIES


Communication – Excellent ability to communicate ideas effectively so others will understand to
include preparation of reports. Excellent ability to listen and understand directions, information
and ideas presented verbally and/or in writing. Ability to handle a variety of customer service
issues with tact and diplomacy in a confidential manner. 

Time Management – Ability to plan and organize daily work routine. Establishes priorities for the
completion of work in accordance with sound time-management methodology.

EDUCATION AND EXPERIENCE

Asphalt Finisher - Requires 1-2 years of closely related asphalt paving experience or an equivalent
combination of education and experience.
Asphalt Finisher, Senior – Requires 3-5 years of closely related asphalt paving experience or an
equivalent combination of education and experience.

ADDITIONAL REQUIREMENTS

Requires satisfactory results from a pre-employment medical evaluation, pre-employment substance
abuse testing and is subject to random alcohol and controlled substance testing.

Requires an acceptable driving record. Must obtain a Commercial Driver’s License (CDL) permit
prior to employment and complete the practical portion of the CDL test within 60 days of
employment.

Must successfully complete the required National Incident Management System (NIMS) Incident
Command System Certifications and the Virginia Department of Transportation (VDOT) Flagger and
Basic Work Zone Traffic Control Certifications within one year of employment.

The job is considered Essential Personnel and will be required to work during and following natural
disasters and emergency situations.

PHYSICAL REQUIREMENTS 

Tasks require the ability to exert heavy physical effort in heavy work, with greater emphasis on
climbing and balancing to include climbing ladders. 

Some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying,
pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds). 

May occasionally involve heavier objects and materials (up to 100 pounds).

SENSORY REQUIREMENTS 

Some tasks require the ability to perceive and discriminate sounds, depth, texture, and visual cues
or signals. 

Some tasks require the ability to communicate orally.

ENVIRONMENTAL EXPOSURES

Performance of essential functions may require exposure to adverse environmental conditions, such
as dirt, dust, pollen, odors, wetness, humidity, weather, fumes, temperature and noise extremes,
hazardous materials, machinery, vibrations, traffic hazards, toxic agents, animals/wildlife, water
hazards, disease, or toxic agents.
