Duties
Under the direct supervision of the Deputy Director and Director of EAO, the Administrative Engineer (Mechanical) will be responsible for the following duties:
- Perform independent review and audit of payment vouchers and related documents for large and complex construction and renovation projects involving Mechanical, Plumbing, and HVAC design and construction services.
- Review and verify the validity and cost reasonableness of change orders.
- Review Engineers’ Estimates and prepare independent cost estimates for change orders.
- Conduct desk and field audits of payments to ensure that the work performed is in conformance with construction contracts, NYC Construction Codes, and applicable State and Federal regulations.
- Audit payment vouchers related to periodic maintenance of mechanical and HVAC systems, materials and equipment purchases, and expense contracts.
- Review and interpret contract documents, including drawings, specifications, and bid forms for various mechanical construction projects.
- Prepare audit reports, analyses, and recommendations in accordance with NYC Comptroller’s Directives and DSNY procedures.
- Provide technical support and professional judgment in resolving discrepancies in mechanical contract payments and change orders.
Minimum Qualifications
- A valid New York State License as a Professional Engineer.
- Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
- Strong knowledge of HVAC, plumbing, and mechanical systems design and construction. - Familiarity with Job Order Contracts, NYS Labor Law 220, NYC Comptroller’s Directives, Prevailing Wage requirements, Local Law 1 (M/WBE), and Project Labor Agreements. - Experience auditing mechanical and HVAC-related contracts, including service and maintenance agreements. - Experience preparing or auditing cost estimates and change order justifications. - Strong analytical, organizational, and technical writing skills. - Proficiency with Microsoft Word and Excel. - Familiarity with NYC Construction Codes, Procurement Policy Board (PPB) Rules, and City financial systems (FMS, PASSPort). - Valid New York State Driver’s License.
