The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.

The Professional Standards Division assists the Department in accomplishing its objectives by applying a systematic approach to developing and implementing compliance mechanisms, providing objective and independent evaluations to reduce risk and improve operations, and devise corrective solutions to non-compliance. Develops and implements compliance mechanisms to ensure individual and institutional compliance with Department policy, applicable laws, and external oversight. Assesses effectiveness of training and policy in achieving desired risk reduction outcomes and conducting all other independent evaluations at the direction of the Deputy Commissioner, Legal Matters. In partnership with the Training Bureau and Deputy Commissioner, Legal Matters, implements recommendations made by oversight bodies, including developing training programs and other corrective solutions.

The Professional Standards Division seeks a qualified candidate for City Research Scientist, Level IV who will:

  • Lead and manage data science projects focused on analyzing large and complex datasets to support risk assessment and mitigation strategies for the Police Department Plan, design, and coordinate research evaluations to assess various risks, trends, and predictive factors related to personnel risk.
  • Develop and implement advanced statistical models and algorithms to identify patterns, forecast risks, and recommend actionable insights.
  • Present data findings to stakeholders through clear, concise, and visually impactful reports, ensuring key insights are easily understood by non-technical audiences. Collaborate with policy makers, law enforcement agencies, and other internal teams to inform decisions and strategies with data driven insights.
  • Supervise and mentor a team of data scientists, analysts, research associates, and uniformed members of the service; providing guidance and support in both technical and professional development.
  • Stay current with criminal justice policy, emerging technologies, and best practices in data science, risk analysis, and criminal justice research.

Minimum Qualifications

  • For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills

Preferred skills include: -Experience in report writing, official communications, and the presentation or graphical analyses for executive stakeholders. -Extensive experience in analyzing complex data sets, leading research evaluations, and providing strategic insights to support risk mitigation efforts. -Advanced proficiency in statistical software, modem data visualization techniques -Ability to work collaboratively with cross-functional teams to drive evidence-based decisions aimed at improving Department operations and personnel management. -Experience working within a criminal justice or public safety environment. -Experience in evaluating criminal justice or policing programs. -Familiarity with predictive modeling, machine learning, and statistical modeling for risk analysis. -Prior experience managing or leading a team of data scientists or analysts. -Master’s or Ph.D. degree in Data Science, Statistics, Computer Science, Criminal Justice, or a related field. -Proven experience (5 years) in data science, including advanced statistical analysis, data modeling, and machine learning, with at least 2 years in a leadership role. -Strong proficiency in statistical software (e.g., R, Python, SAS, SPSS) and modern data visualization tools (e.g., Tableau, Power BI). -Experience with large, complex data sets and familiarity with both structured and unstructured data. -Strong understanding of criminal justice systems, risk assessment models, and relevant legal and ethical considerations. -Ability to effectively communicate complex technical findings to diverse stakeholders, including law enforcement, policymakers, and non-technical audiences. -Excellent problem-solving, analytical, and critical thinking skills.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
