The Senior Workforce Systems (Payroll/HRIS) Administrator serves as the City’s primary functional owner and administrator of the workforce management and payroll system. This senior individual contributor role is responsible for system governance, configuration standards, data integrity, security access controls, compliance oversight, payroll validation controls, financial integrations, reporting/analytics, and continuous improvement across payroll, timekeeping, leave, and benefits processes. The position ensures accurate, timely, and audit-ready payroll outcomes by optimizing system configuration and controls rather than performing routine, manual payroll processing

The Senior Workforce Systems (Payroll/HRIS) Administrator serves as the City’s primary functional owner and administrator of the workforce management and payroll system. This senior individual contributor role is responsible for system governance, configuration standards, data integrity, security access controls, compliance oversight, payroll validation controls, financial integrations, reporting/analytics, and continuous improvement across payroll, timekeeping, leave, and benefits processes. The position ensures accurate, timely, and audit-ready payroll outcomes by optimizing system configuration and controls rather than performing routine, manual payroll processing

Education & Experience:
- Bachelor’s degree in accounting, finance, human resources, information systems, business administration, or a related field preferred; equivalent combination of education and experience may be considered.
- Five (5) or more years of progressively responsible experience as a payroll/HRIS or workforce management systems administrator/analyst, including end-to-end responsibility for configuration, controls, testing, and production support in a complex organization (governmental environment preferred).
- Expert-level knowledge of payroll administration and compliance, including advanced application and interpretation of FLSA/wage and hour requirements, federal and state payroll tax rules, and year-end processing/reporting; experience supporting retirement system reporting and audit requests.
- Experience configuring and supporting an enterprise workforce management/payroll/HRIS platform, including role-based security, workflow configuration, interfaces/integrations (e.g., general ledger), and development/validation of reports and analytics.
- Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC).
- Experience supporting public sector payroll complexities, including retirement plan reporting, special pay rules, and audit/compliance requirements.
- Advanced reporting and data skills (e.g., advanced Excel, query/report writing, SQL, or business intelligence tools).
- Participation in payroll/HRIS implementation, major upgrade, or integration projects, including requirements, testing, change control, and end-user enablement.
