The City of New Smyrna Beach is seeking a Payroll & HRIS Administrator to take direct responsibility for payroll processing while also serving as the functional owner of our HRIS and payroll systems. This role is ideal for someone who doesn’t just support payroll—but runs it.
What You’ll Do
- Serve as the functional administrator of the City’s HRIS and payroll system, including configuration of earnings codes, deductions, pay rules, workflows, and security roles.
- Process bi-weekly payroll for a diverse municipal workforce—end to end
- Review time, calculate pay, validate deductions, resolve exceptions, and finalize payroll
- Ensure compliance with FLSA, IRS regulations, Florida statutes, and labor agreements
- Partner closely with HR, Finance, IT, and department leadership
- Administer the HRIS/payroll system to support accurate, audit-ready outcomes
- Handle year-end activities including W-2s, payroll tax reconciliation, and reporting
- Serve as the go-to expert for payroll questions and issue resolution
What We’re Looking For
- 5 years of hands-on payroll processing experience
- Deep understanding of payroll compliance and wage/hour rules
- Experience working in or supporting a complex organization (public sector a plus)
- Confidence owning payroll deadlines, decisions, and accountability
- HRIS or payroll system administration experience
- CPP or FPC certification is a plus
