Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class.  Specifications are not intended to reflect all duties performed within the job.

This is an hourly position, limited to working approximately 29 hours per week or 1000 hours annually, whichever comes first.  This position is non-benefited and is designated as a non-classified, at-will position.  

This position will perform a variety of administrative and relatively minor enforcement duties under general supervision. Assignments could include: Parking Enforcement Officer, Animal Control Assistant, Fingerprint Clerk, Permit Clerk, and other similar support assignments.

Due to the volume of applications received, resumes will not be screened for the purpose of determining who is the most qualified to compete in the testing process. It is the applicant's responsibility to fill out the "Education" and "Work Experience" section of the application with complete information and adequate detail. Do not substitute any part of the application with the words "SEE RESUME". 

The following information is provided for use as a reference and as a planning tool. Human Resources is unable to schedule make-up examinations. Applicants considered to be the most qualified will be invited to continue in the testing process. The Human Resources Department reserves the right to revise the testing process to best meet the needs of the City.

Essential and other important responsibilities may include, but are not limited to, the following:

Essential Functions:

Monitor city streets and enforce parking laws and regulations applicable to non-moving vehicles and issue citations.

Provide technical information and instruction regarding applicable procedures and methods; explain rules and regulations; receive and respond to complaints and reports of routine parking incidents from the public.

Maintain records related to work performed.

Word process correspondence, reports, forms, and other documents related to the functions of the organizational unit to which assigned from drafts, notes, dictated tapes, or brief instructions.
 
Proofread and check typed and other materials for accuracy, completeness, and correct English usage including grammar, punctuation, and spelling.
 
Enter, retrieve, and process data and generate reports using computer systems, following estab­lished formats.

Gather information from individuals or reference sources to complete and process various routine forms, records, and applications; contact individuals to obtain additional information.

Establish and maintain office files and research and compile inform­ation from such files.
 
Act as receptionist and receive and screen visitors and telephone calls, take messages, and make appointments; provide directions and basic information and assistance.
 
Provide factual information regarding City or unit activities and func­tions.

Perform such office support activities as opening and distributing mail, processing outgoing mail, operating a postage meter, and ordering office supplies.
 
Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.

Observe and maintain a safe working environment in compliance with established safety programs and procedures.

Marginal Functions:

Perform related duties as assigned.
Knowledge of:

Correct English usage, including spelling, grammar, and punctuation.

Principles and practices of technical and functional supervision and training.

Basic research techniques, methods, and procedures.

Principles of basic math.

Office procedures, methods, and equipment including computers and applicable software applications.

Ability to:

Understand and carry out oral and written instructions.

Develop favorable public relations and maintain an appearance that projects a positive image.

Think clearly, quickly, and accurately in emergency situations.

Work irregular hours, as required.

Learn procedures, processes, and forms related to assigned area.

Under direction, learn pertinent federal, state, and local laws, codes, rules, and regulations.

Maintain accurate records and files.

Perform procedures in an organized and accurate manner.

Depending on assignment, make accurate arithmetic calculations.

Maintain attention to detail despite interruptions.

Read and write at a level necessary for successful job performance.
 
Follow and interpret written instructions.

Accurately complete reports and citations.

Communicate tactfully and effectively with the public and remaining calm and following designated protocols in stressful and/or emergency situations.

Establish and maintain effective working relationships with those contacted in the course of work.

Operate office equipment including computers and supporting software applications.

Communicate clearly and concisely, both orally and in writing.

Experience and Training Guidelines:

Any combination of education and experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:
 
Experience:

No experience required.

Training:

High School diploma or GED equivalency.

Licenses/Certificates:

When assigned to parking enforcement, possession of, or the ability to obtain, a valid California driver's license.

Additional Requirements:

Must be a minimum 18 years of age at time of application.

Must not have any felony convictions.

Candidates are subject to an extensive background investigation including fingerprinting. 

Individuals hired will be required to wear a uniform which is provided by the Police Department.
Mobility: frequent use of keyboard; frequent sitting for long periods of time; occasional bending or squatting. Lifting: frequently up to 10 pounds; occasionally up to 25 pounds.   Vision: constant use of overall vision; frequent reading and close-up work; occasional color and depth vision. Dexterity: frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching. Hearing/Talking: frequent hearing and talking, in person and on the phone. Emotional/Psychological: frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone. Environmental: frequent exposure to noise.

WORKING CONDITIONS

Conditions will vary depending on assignment. Work may be performed in a typical temperature-controlled office environment subject to typical office noise and environment. Work may also be performed in a typical outdoor environment on a year-round basis subject to street or field noise and year round weather conditions. Some positions may be assigned to remote locations. Position may require occasional overtime or weekend work and travel is rare.
