Starting Hiring Range: $88,088 - 112,313, annually
Under general supervision, this position manages operations and provides system support for the Information Technology Department at the City of Midlothian by developing, designing, maintaining, and implementing various technical support solutions.
OR Bachelor’s degree in information technology, computer science, electrical engineering or a related field from an accredited university or college and five (5) years of progressively responsible full-time experience in information technology or a similar role, is required.
Experience In a Supervisory Role Is Preferred.
Mobility within an office and field environment is required.
Use of a personal vehicle is required to drive to different work sites and facilities during the course of employment. This position is also eligible for mileage reimbursement.
Must be able to pass a comprehensive background check, polygraph, CJIS and fingerprint check, and have the ability to comply with state and federal requirements for criminal justice information security standards.
Licenses & Certifications
Must possess and maintain a valid driver’s license with acceptable driving record as established by the City of Midlothian driving standards.
Must obtain required CJIS security certifications within six (6) months of employment and maintain during the course of employment.
Relevant industry certifications, such as: Cisco Certified Network Associate (CCNA) are strongly preferred.
Work Environment
Work is performed in climate-controlled office environment and a field environment, which can include exposure to various weather conditions. The noise level in the work environment is usually quiet. Physical demands include frequent sedentary work, lifting (up to 50 lbs.), sitting, walking, crouching, kneeling, overhead reaching, and standing. This position also regularly performs work in confined spaces, such as cabling vaults, and the potential for exposure to varying temperatures and electrical hazards. Work performed may cause fatigue of eyes and other faculties because of fairly continuous use of motor senses. Manual dexterity, color vision, and visual acuity that is correctable to at least 20/20 binocular vision is required.

- Manages the day-to-day maintenance and operations of the network infrastructure of the City of Midlothian, including fiber, copper, and wireless networks.
- Develops, updates, and maintains standards and procedures for the Information Technology Infrastructure Division.
- Manages and supervises information technology projects by monitoring progress, adhering to deadlines, and providing status updates as requested.
- Processes IT work orders and tickets in a timely manner and actively monitors ticketing system.
- Assists with hardware and software maintenance, installation, and updates.
- Conducts research and analysis as needed to optimize the performance of the department and provides recommendations for improvement or modification to the Director of Information Technology.
- Provides a variety of additional technical support to the Information Technology Department including conducting and maintaining inventory, testing software and systems, tracking requests and orders, communicating with vendors, and assisting with special projects.
- Performs all other duties as assigned.

- Advanced knowledge of and ability to correctly interpret, explain, and apply city and departmental practices, procedures, systems, operations, and current best practices relating to information technology.
- Advanced knowledge of enterprise networks, access control, and related systems.
- Skilled at configuring, utilizing, and supporting current Cisco operating systems, electronic access control and video systems, and various networking technologies.
- Advanced skill level in writing technical documentation for complex systems including software configuration procedures and system interface specifications.
- Ability to provide direction, supervision, constructive criticism, and oversight to staff.
- Ability to continuously update knowledge and skills in systems and applications that are managed, supported, and hosted by the City of Midlothian.
- Advanced ability to learn and perform complex operational, technical, and office processes.
- Ability to analyze problems and select appropriate corrective action.
- Ability to allocate and utilize limited resources in a cost-effective manner.
