This is specialized administrative work at a professional level responsible for monitoring the performance of contracted entities engaged in, but not only related to: community, economic development, housing activities and/or capital improvement projects, and ensuring compliance with a variety of complex contractual, grant, loan provisions and/or requirements as set forth in contract documents, administrative guidelines, rules, laws, and/or sources. Additionally, an employee in this classification may be responsible for developing, coordinating, and monitoring records retention and destruction procedures based on guidelines and direction from the City Clerk's Office. General supervision is provided by a manager or higher-level administrator.
Essential Functions
Monitors compliance with terms and conditions of contractual agreements in which the City of Miami is a party.
May be responsible for negotiating contracts related to RFP's, RFQ's, etc.
Prepares and reviews forms for completeness and makes necessary corrections.
Monitors compliance with reporting and performance standards.
Generates quarterly management and tracking reports for management.
Prepares, submits, and tracks reimbursement request.
Oversees and coordinates the formal and informal procurement process for the department, ensuring adherence to City and departmental policy and procedures.
Trains staff and/or contracted partiesin compliance and regulation matters.
Studies and standardizes procedures and processes related to job function and makes recommendations to improve efficiency and effectiveness making sure goals and objectives are met.
Conducts on-going analysis and research on current and projected City projects.
Prepares legislation for City Commission, and/or the Housing and Commercial Loan Committee approval on agreements and contracts.
Prepares correspondence and supporting documents relating to the execution and administration of agreements, and maintains close contact with all contractors, developers, and/or grantors to ensure compliance with the contracts, grants, and/or loans.
Investigates complaints relating to non-compliance issues as required by applicable ordinances.
May be responsible for researching and preparing grant applications, and/or request for proposals with input from project managers, division supervisors, and the Grants Department.
Oversees the retention and destruction of records within guidelines provided by the Office of the City Clerk, State of Florida, and department management, and submits the annual report required by the Office of the City Clerk.
Performs related duties as required.

Minimum Requirements
- Bachelor's Degree in Business or Public Administration or a related field
- Considerable four (4) years experience in monitoring and interpreting complex contractual or legal agreements.
- Equivalent combination of education and experience beyond a high school diploma or its equivalent and two (2) years)of the required experience mentioned above.
- SPECIAL REQUIREMENTS:
- A Valid Driver's License from any state (Equivalent to a State of Florida Class E or higher) may be utilized upon application, (See "Note and Documentation Sections" below).
- Experience working with grants, procurement, or legal contracts may be preferred.

- Proof of education in the form of a Bachelor's degree (or transcripts) or higher in Business or Public Administration or a related field from an accredited college or university. Foreign diplomas/degrees must be submitted with a credential evaluation report from an approved credential evaluation agency*. Translations of diploma/degrees are not accepted. If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit/Academic reports are not accepted as substitutions for college transcripts.
- To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma, or equivalent, OR any higher accredited degree such as an Associate's, Bachelor's, Master's degree or higher.
