This recruitment will be used to fill one (1) vacancy in the Sustainability Assignment and one (1) vacancy in the Hazardous Materials/Solid Waste Assignment.  This recruitment will also be used to establish an eligible list of qualified applicants to fill future vacancies in all assignment areas.

The Environmental Programs Supervisor is responsible for overseeing environmental programs, supervising and directing staff, addressing departmental and environmental concerns, and evaluating work products to ensure quality and compliance.  Duties include reviewing and analyzing proposed environmental regulations to determine their impact on City operations; developing strategies and criteria for corrective action measures; developing and maintaining internal guidelines and procedural documents to ensure compliance with environmental regulations; and coordinating with various departments to provide training related to environmental policies, procedures, and regulations. The Environmental Programs Supervisor is also responsible for representing the City at meetings involving regulatory agencies, other municipalities, and professional associations; tracking data for Mesa’s annual report; reviewing contracts drafted by the Environmental Programs Specialist; and coordinating various onsite audits.  This position may also include grant management responsibilities. 

While the Environmental Programs Specialists and Environmental Technicians have specific areas of knowledge and program responsibility, the Environmental Programs Supervisor has a greater depth and breadth of knowledge of each program, enabling them to answer complex questions from technical staff relating to air quality, asbestos, environmental site assessments, remediation, hazardous material handling, waste management, lead-based paint, above-and-below-ground storage tanks, storm water, and water quality.  An employee in this class reports directly to the Deputy Director – Environmental & Sustainability or the Deputy Solid Waste Director, based on assignment.  This class is FLSA exempt – administrative.

Minimum Qualifications Required.  Graduation from an accredited college or university with a Bachelor’s Degree in Environmental Science, Environmental Engineering, Chemistry, Biology, Industrial Hygiene, Hydrology, Geology, Sustainability, or a related field.  Extensive (5 years) full-time experience working on environmental and/or sustainability projects or programs. 

Special Requirements.
  Must possess a valid Class D Arizona Driver’s License by hire or promotion date.  Must meet the qualifications to wear a tight-fitting respirator by passing a medical evaluation in accordance with Code of Federal Regulations (CFR) 1910.134 by hire or promotion date and must maintain certification.  Must be able to obtain Occupational Safety and Health Administration (OSHA) 40-Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification within 12 months of hire or promotion date or maintain annual refresher training.  For those program areas directly managed by this class, must obtain Asbestos Hazard Emergency Response Act (AHERA) certification, Department of Transportation (DOT) Hazardous Materials certification, and United States Environmental Protection Agency Resource Conservation and Recovery Act (RCRA) certification within 12 months of hire or promotion date or maintain annual refresher training.

Substance Abuse Testing.  Due to the safety and/or security sensitive nature of this classification, individuals shall be subject to pre-employment or pre-placement alcohol, drug and/or controlled substance testing as outlined in City policy and procedures.

Preferred/Desirable Qualifications.  Broad based experience managing storm water, air quality, hazardous materials/wastes, and asbestos programs is highly desirable.  A Master’s Degree from an accredited college or university in a related field or certification as a Professional Engineer, Industrial Hygienist, or Hazardous Materials Manager is preferred.http://apps.mesaaz.gov/JobDescriptions/Documents/JobDescriptions/cs5305.pdf

Salary : $93,156 - $130,825
