GENERAL SUMMARY

The EMS Coordinator plays a vital role in creating a thriving and durable community through strategic planning, regulatory compliance, data analysis, service improvement, and fiscal accountability. Through the efficient use of resources, practical application of protocols and practices, high-quality training, and innovative solutions development, the EMS Coordinator is pivotal in creating a premier EMS agency. The EMS Coordinator will work in partnership with City staff in various departments and strengthen both internal and external relationships through teamwork and collaboration.

ESSENTIAL DUTIES & RESPONSIBILITIES

Strategic planning

  • Challenge the Status Quo.
  • Align the EMS division with the goals and objectives of the City of Maricopa and the Fire Chief.
  • Research, recommend, and implement innovative practices to increase delivery service to the community.
  • Develop strategic goals for EMS and build long-term strategy plans to meet the goals.
  • Liaison to hospitals, medical direction authorities, ambulance supervisors and other EMS agencies.
  • Conduct research and analysis of current and future EMS issues and trends to ensure continued quality EMS delivery.
  • Develop, review, and revise Key Performance Indicators (KPI) for successful EMS delivery.
  • Make recommendations and participate in the development of a comprehensive EMS transportation plan, billing, staffing, and associated tasks.
  • Participates broadly in the planning and development of the department’s growth, development, and sustainability plans.

Regulatory compliance

  • Maintain compliance with AZDHS data reporting requirements.
  • Ensure personnel maintain EMS certifications.
  • Manages the department’s EMS instructors.
  • Review national, state, regional, and local standards and recommend changes to SOP’s and standard practices.
  • Performs quality assurance reviews of EMS documentation and care delivered as set forth by Arizona Department of Health Services guidelines.

Data analysis

  • Works with staff across all the City’s departments to enhance department data collection and analysis.
  • Use KPI to evaluate EMS data and identify performance weaknesses and strengths.
  • Evaluate EMS data to identify training needs and efficacy and make recommendations for solutions.
  • Analyze logistics division EMS data and make recommendations based on efficiency-oriented performance indicators to help ensure the most effective allocation of resources.

Service Improvement

  • Establishes, maintains, and administers EMS program quality assurance processes.
  • Develop, maintain, and administer an EMS training program.
  • Conducts and evaluates EMS training activities and classroom instruction sessions, including Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS), CPR, and Emergency Medical Technician programs
  • Performs quality assurance reviews of the EMS training provided to field personnel

Fiscal Accountability

  • Participates in the budgetary process and makes recommendations but does NOT exercise independent budgetary discretion
  • Manages the budget for the EMS division, working in coordination with the Deputy Chief of Logistics and administrative staff.

MINIMUM ENTRANCE QUALIFICATIONS

Education and Experience

  • Bachelor's degree in a medical-related field, business administration/management or similar field required.
  • Five (5) years of experience as a Paramedic or Registered Nurse, or Licensed Practical Nurse.
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
  • Valid Arizona driver's license – or the ability to obtain one within 90 days.
  • Arizona certified paramedic, registered nurse or licensed practical nurse – or ability to become AZ certified within 90 days.

PREFERRED QUALIFICATIONS

  • Master’s degree in business, public administration, or similar.

OTHER REQUIREMENTS

Other pertinent licenses and/or certifications may be required of some positions depending on department/section assignment. Any equivalent combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for this job, may be substituted for evaluation at the discretion of Fire Chief and city management.

  • ALS, ACLS, PALS, CPR, and other medical standards
  • Department policies, rules and instructions for EMS activities
  • Geographical layout of the City of Maricopa and automatic response areas.
  • Computerized data entry and retrieval systems.
  • Budgetary planning, development and monitoring practices.
  • Federal and State regulations and standards for the delivery of EMS
  • Microsoft Office suite

  • Read maps and provide travel directions
  • Understand and follow oral and written directions promptly and accurately

  • Make mathematical calculations
  • Complete required OSHA/Safety Training as required
  • Administer emergency medical care utilizing accepted guidelines of basic life support procedures in treating the sick and injured
  • Perform cardio-pulmonary resuscitation and apply different types of splints, backboards and cervical collars
  • Operate all types of portable medical equipment including suction units, pulse oximeters, cardiac monitors, oxygen administration equipment, and glucose monitors
  • Lift arms above shoulder level when rendering medical aid
  • Handle multiple projects simultaneously and use good judgment in prioritizing work assignments
  • Conduct meetings and make presentations as needed
  • Observe, review and check the work of EMS personnel to ensure conformance to standards

PHYSICAL DEMANDS

  • Physical Ability: The EMS Coordinator position requires physical agility for sustained performance of moderately physically demanding work, typically involving climbing balancing, stooping, kneeling, crouching and crawling, and may involve the lifting, carrying, pushing and/or pulling of moderately heavy objects and materials (20-50 pounds). Some work may need to be performed with in service fire crews and involve first hand observations of emergency response, scene operations, and transport in an ambulance environment, requiring the ability to respond to emergencies and be subject to potential personal danger. The EMS Coordinator must be able to travel to/from various City locations and to/from various locations outside of the City.
  • Equipment, Machinery, Tools, and Materials: The EMS Coordinator utilizes computer terminals, basic office equipment, telephones and two-way radios; measuring devices, MCTs, audio/visual or other similar devices; any and all EMS equipment carried by MFMD; and other EMS operations, training, and administration equipment.
  • Environmental Factors: The EMS Coordinator is exposed to dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, traffic hazards, bright/dim and flashing lights, toxic agents, violence, disease and pathogenic substances. There is exposure to hazardous conditions such as mechanical, electrical, chemical, burns, explosives, heights, physical injury, and fast-moving vehicles.
