SUMMARY
Supervises and coordinates activities of his assigned shift. Captains are under the general supervision of the Fire Chief. Work is performed in assisting with planning, organizing and directing overall activities of the Manchester Fire & Rescue and commanding a Fire Shift.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Primary Incident commander for all non-emergency and emergency response incidents within response area. Establishes command of an emergency scene unless relieved by a more senior officer.
- Performs administrative functions for his/her shift, including assisting with payroll and annual budget estimates.
- Plans and schedules daily work assignments for his shift to meet department objectives.
- Inspects fire station, building, grounds, and facilities. Examines fire apparatus and equipment, such as ladders and hoses to ensure compliance with department maintenance standards.
- Accomplish reports (NFIRS) of each incident call, listing location, type, probable cause, estimated damage and disposition. Forwards appropriate reports to administrative staff.
- Responsible for ensuring daily, monthly, semi-annual and annual training requirements are met by his personnel on his shift. Works closely with Training Officer to ensure training is relevant and up to date.
- Evaluates crew, seeks opportunities for employee development and addresses performance issues when necessary
- Provide timely, accurate and thorough Performance reviews for supervised employees; develop employees through coaching, feedback and training.
- Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned department services; recommend, within departmental policy, appropriate service and staffing levels; recommend and administer standard operating policies and guidelines.
- Ensures that all equipment on hand is in operable condition and supervises maintenance of
equipment and facilities and reports defects to the Chief.
Responds to alarms, directs work of personnel in rescue operations, laying hose lines, placing
ladders, directing water streams and other operations.
- Leads shift in periodic inspections (preplanning) of commercial and industrial occupancies to
ensures familiarity with hazards, conditions, water supplies and response routes.
- Performs other related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of fire operations techniques and State and City codes and
regulations concerning fire fighting and prevention.
- Ability to operate a variety of fire fighting equipment and apparatus and
knowledge of their capabilities and limitations.
- Ability to plan and direct the activities of subordinates.
- Knowledge of the geographic layout of the City of Manchester, fire hydrant locations and
capabilities and knowledge of surrounding Mutual Aid areas;
- Ability to react quickly and calmly in emergency situations and determine proper
course of action.
- Ability to record and deliver information to supervisors, to explain procedures
and policies and to follow verbal and written instructions, guidelines and
objectives.
- Willingness to perform under hazardous conditions.
- Knowledge and ability to work with computers and software programs that are
relevant to the position.
- Ability to establish and maintain an effective working relationship with
associates, representatives of other agencies and the general public.
- Knowledge of Department Procedures/Guidelines, City rules, regulations and procedures.
- Valid Tennessee Drivers License
EDUCATION, TRAINING AND EXPERIENCE QUALIFICATIONS
- High school diploma or GED, (high school diploma preferred) college degree or college courses preferable. Associates degree in Fire Science or related field preferred or an equivalent level of training and experience.
- Minimum of ten (10) years firefighting service.
- Minimum of three (3) years supervisory and administrative experience and responsibility. Two
(2) years’ experience as a Lieutenant or equivalent position preferred.
- Certification through the Tennessee State Fire Commission as Fire Officer I and II, Fire Instructor I, Pumper Operations Level I and II along with Firefighter I and II, Hazardous Materials Awareness and Operations levels or have IFSAC equivalent.
