The Senior Water Operator I / II position involves overseeing and maintaining water quality and pressure across the city. This role includes operating water distribution stations to ensure compliance with regulations set by the Texas Commission on Environmental Quality. Responsibilities include daily operations such as sample collection, report preparation, recording findings at water plants, and conducting chemical tests to ensure water quality standards are met. This is a safety-sensitive and/or DOT position. Therefore, participation in random drug testing at the city will be mandatory.The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Senior Water Operator I
  • Prepare daily reports and record findings from water plant rounds, inputting data into the computer system to generate reports for the department and Texas Commission on Environmental Quality (TCEQ).
  • Collect daily chlorine (Cl2) residuals and ammonia readings associated with the operation of the potable water supply.
  • Conduct pressure and flow tests (PSI/GPM) as required.
  • Respond promptly to water quality and pressure complaints.
  • Assist with various water quality projects, including flushing fire hydrants (e.g., dead ends, new lines), addressing water quality complaints, performing Unidirectional Flushing (UDF), and participating in projects requiring overnight work.
  • Coordinate and monitor job assignments efficiently.
  • Must be available to work during inclement weather, utility emergencies, and on-call schedules.
  • Collect daily samples for water analysis and flush and activate construction new line water systems as needed.
 
Senior Water Operator II
  • The Senior Water Operator II performs all duties of the Senior Water Operator I. 
  • Work under limited and/or moderate supervision, performing more complex tasks.
  • Schedule and Managing Projects (monthly/yearly: tank cleaning and inspections, meter calibrations, well performance tests, UDF, pressure washing tank exterior.)
  • Fill out and interpret in-house and regulatory reports (TCEQ, TWDB, HGSD, COH, GCWA, WCID)
  • Perform seasonal operations (ground storage tanks, Elevated storage tanks, groundwater Wells, etc.)
  • Fully understand and implementation of all chemical process/dosage procedures (start-up operation, elevated, and groundwater wells)
 
Must be able to provide services for the benefit of the general public during emergency situations that threaten the safety of League City’s citizens, and that, City employees must be able to work immediately before, during, or immediately after an emergency.Required
 
  • High School Diploma or equivalent.
  • Valid Driver’s License.

 Senior Water Operator I
Must meet all required minimum qualifications in addition to the following:

  • Class C Ground Water Operator license.
 
Senior Water Operator II 
Must meet all required minimum qualifications in addition to the following:

  • Class B Ground Water Operator license
Knowledge of:  

  • Water distribution systems and water operations.
  • Knowledge of how a booster pump station, and water distribution system works and operates.
  • Know math and formulas that deal with other operations of a water plant and water distribution system.
  • Basic knowledge of how a Supervisory Control and Data Acquisition (SCADA) system works.
  • Knowledge of general safety practices in the water industry.
  • Knowledge of chemical feed systems chlorine, ammonia, and etc. 
 
Skill In:  

  • Proper sampling techniques and record keeping.
  • Ground well water pumping system treatment operations.
  • Automated controls.
  • Cross connection principles.
  • Perform basic laboratory analyses or examination.

Ability to:

  • Prioritize and supervise work assignment Ability to problem solve and make appropriate decisions and changes when needed.
  • Ability to work in all weather conditions and adapt to different types of manual labor.
  • Read GIS maps for locating valves and waterlines.
  • Communicate effectively, professionally, and courteously with diverse population of individuals and residents.
  • Make decisions based on data given during emergencies.
  • Must be computer literate with the ability to manipulate computer programs such as databases and spreadsheets.
