The city of Las Vegas is accepting applications for Terminal Agency Coordinator. This is a highly confidential position that assumes the responsibility for compliance with Federal, State, and Local laws, rules and regulations related to criminal justice information.  Serves as the point of contact Administrator of SCOPE for Las Vegas Municipal Court or other criminal Justice agencies Ensures that all persons who access Criminal Justice Information Systems (CJIS) are trained and certified, as required.  Investigates and reports security incidents.

Examination Process

A civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas. The supplemental questions are the examination. Falsification of information may result in disqualification from a recruitment or removal from a City position. Additional information will not be accepted after the closing date. 

The supplemental questions are weighted 100% for placement on an eligible list, and must be worked on individually by the applicant only. The supplemental questions of all qualified applicants will be reviewed for placement on an eligible list. 

Eligible List: You must score 70% or higher on the examination to be placed on the eligible list.

Selection Process 

Final candidate selection will include list placement and will include hiring interview. Any individual offered employment will be required to pass a pre-employment drug test, complete background check, to include education and employment verification, and may be required to demonstrate the ability to perform the physical requirements of the job. Some positions may require preliminary background checks.

Supervision Received

The Terminal Agency Coordinator (TAC) receives general supervision from a Manager and other higher level management staff.

Essential Functions:

  1. Acts as the primary point of contact for all Federal, State and Local CJIS matters; activates, monitors and deactivates user access.   

  2.  Serves as the Administrator of SCOPE for Las Vegas Municipal Court or other Criminal Justice.     

  3. Ensures Federal, State, Local and Las Vegas Municipal court (LVMC) CJIS-related policies and procedures are disseminated to and followed by LVMC employees, contractors, vendors, student-interns and volunteers, and those agencies for whom LVMC is responsible (non-terminal agencies).  

  4. Oversees the validation of NCJIS warrants and the automatic upload of warrants to eAgent.

  5. Oversees interfaces between CJS to ensure automatic uploads of disposition.   

  6. Attends mandatory and discretionary trainings to stay abreast of all CJIS-related changes.  

  7. Acts as a liaison between LVMC and various Federal, State and Local agencies regarding CJIS.  

  8. Assists in drafting and maintains CJIS-related user and service agreements and memoranda of understanding between LVMC and various Federal, State and Local agencies.  

  9. Responds to internal and external requests for information and/or actions in a timely manner.   

  10. Conducts background investigations of employees, vendors, contractors, student-interns and volunteers who may have access to LVMC facilities and/or CJIS.

  11. Processes criminal records challenges and sealing request/orders.

  12. Reconciles multiple identifications, incorrect identifications and erroneous bookings.

  13. Conducts fingerprint comparison to ensure accurate identification.

  14. Develops and maintains training curricula and materials, and schedules and conducts trainings for LVMC employees, contractors, vendors, student-interns and volunteers to assist with certification and annual re-certification.

  15. Enters and updates information in and deletes information from CJIS; ensures the accuracy of LVMC-related information in CJIS.

  16. Creates and maintains accurate authorization lists, user reports and files.

  17. Researches, writes, implements and assists in monitoring policies and procedures related to CJIS.

  18. Shares relevant CJIS-related information with employees, vendors, contractors, student-interns and volunteers.

  19. Coordinates CJIS updates and the installation or uninstallation of CJIS on computer terminals.

  20. Provides CJIS-related technical assistance to resolve any system issues; works with internal and external IT support staff.

  21. Serves as a member on various CJIS-related committees and participates as needed.

  22. Performs weekly internal audits of CJIS use and annual internal audits of originating agency identifier validations; analyzes data; prepares reports as requested.

  23. Investigates all security incidents and immediately reports such incidents to LVMC management, the appropriate Information Security Officer and the Nevada Department of Public Safety.

  24. Actively participates in and oversees all regulatory audits.  Accurately creates, maintains and prepares records, works closely with audit staff, coordinates LVMC’s response to any non-compliance issues and monitors adherence to resulting compliance efforts.

  25. Maintains confidentiality and appropriately safeguards confidential and sensitive information, including keeping Criminal History Repository Information (CHRI) in a secure location and ensuring that it is disseminated for authorized purposes only.

  26. Creates Nevada Offense Codes (NOC) for City of Las Vegas ordinances; consistently reviews the NOC list to disseminate active and deactivated codes.


Marginal Functions:

  1. Assists with general clerical duties as needed. 

  2. Perform related duties and responsibilities as requested.



Experience:

Five years of experience in a court or criminal justice environment, including three years of experience working with law enforcement and/or CJIS systems.  Experience in conducting criminal and/or employment background investigations is preferred.

Education:

Bachelor’s degree from an accredited college or university in criminal justice, computer science, information systems, public administration or closely related field.

May substitute a combination of equivalent education and experience. The City assesses 1.5 years of full-time experience as equivalent to one year of education.

License and Certificate:

Possession of a Terminal Agency Coordinator/NCIC certification issued by the State of Nevada Public Safety Division within six months of the date of appointment, and maintenance thereafter.

Possession of SCOPE certification issued by the Las Vegas Metropolitan Police Department within six months of the date of appointment.Knowledge of:

Policies and procedures of CJIS, including but not limited to NCJIS, NLETS, CLETS, SCOPE and DMVNCIC, NCJIS, NLETS, CLETS, SCOPE and DMV.
Policies and procedures of CHRI.
Principles and practices of record keeping.
Principles and practices of auditing and quality control measures.
Principles and practices of accurate database entry and proper maintenance.
Principles of logical and physical security.
Federal, State, and Local ethical obligations and conflicts of interest.
Modern office procedures, methods and computer equipment.
Basic warrant and bail/bond procedures.
English usage, spelling, grammar and punctuation.
Pertinent Federal, State and Local laws, codes, rules and regulations related to the use of CJIS, dissemination of information and security and privacy requirements.
Desktop computing, networking and system security fundamentals, including troubleshooting techniques.
