The city of Las Vegas invites applications for Fire and Rescue Administrative Section Manager for the Fire & Rescue Department. This position will supervise, assign and review the work of staff responsible for business and administrative functions, finance and budgeting, technical support, capital improvement projects, marketing, and customer service related to the fire department; to manage administrative activities for the division; to provide responsible staff assistance to division managers, deputy director and director; to coordinate projects within the division as assigned by division managers, deputy director and director; and to perform a variety of tasks relative to the assigned area of responsibility.

Supervision Received and Exercised
Reports to and receives direction from a member of Fire senior management.
Exercises direct supervision over professional, technical and clerical staff, including monitoring and formally evaluating employee selection, employee performance and discipline.
Selection Process

Essential Functions
- Plan, direct, coordinate and supervise the work of staff responsible for business and administrative functions, finance and budgeting, technical support, capital improvement projects, marketing, and customer service.
- Participate in the selection of staff; motivate assigned staff; coordinate and provide staff training; plan, direct, coordinate and review the work plan for assigned staff; assign work activities, projects and programs; establish work priorities and schedules; review and evaluate work products, methods and procedures; interpret city policies and procedures for staff; prepare and conduct formal performance evaluations; work with employees to develop short and long term goals, monitor accomplishments, establish performance requirements and personal development targets and provide coaching for performance improvement and development.
- Direct specific and comprehensive analyses of a wide range of policies and issues; recommend modifications to department operations, policies and procedures as appropriate; prepare analytical and statistical reports, fact sheets and position papers on operations and activities.
- Oversee the development and assist in the administration of department policies and procedures including official department work rules.
- Work with Human Resources staff to administer various human resource activities within the department, and within established policies, procedures and regulations, including recruitment, testing, classification, training and development of staff.
- Oversee and participate in the development and administration of the department annual budget, goals, objectives, policies and priorities; make recommendations as appropriate; assist in establishing appropriate service and staffing levels and allocating resources accordingly.
- Oversees and participates in the process of applying for grants and other types of financial and operational awards; seeks additional sources of funds; ensures that City procedures for outside funding approval are followed.
- Assist in establishing the strategic direction for the department in alignment with City Council and city of Las Vegas strategic priorities; communicate to all assigned employees their roles in performance measurement and achieving strategic priorities; work with staff to develop measures and reports to the city’s executive team and all members of the department.
- Provide responsible staff assistance to Fire Chief, Deputy and Assistant Fire Chiefs, and Managers of the department.
- Respond to and resolve difficult and sensitive inquiries and complaints; coordinate conflict resolution meetings; research and investigate various departmental problems.
- Assist in developing a culture that values people and their differences and is free from inequities and barriers to people reaching their full potential.
Marginal Functions
- Perform related duties and responsibilities as required.
Two years of full-time general degree coursework and five years (full-time) of increasingly responsible experience working in business management or public administration; OR
Equivalent to graduation from high school and eight years (full-time) of increasingly responsible experience working in business management or public administration.
Possession of an appropriate, valid driver’s license on the date of application, and maintenance thereafter.
Knowledge of
