The city of Las Vegas is accepting applications for Sr Signing & Marking Technician. This position leads, oversees and participates in the more complex and difficult work of staff responsible for a variety of skilled and semi-skilled tasks involved in the installation and maintenance of traffic control indicators; and performs a variety of technical tasks relative to assigned areas of responsibility.
Distinguishing Characteristics
This is the advanced journey level class in the Signing and Marking Technician series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.
Supervision Received and Exercised
Receives direction from the Traffic Field Supervisor or higher level management staff.
Acts as a lead worker, exercising functional or technical supervision, including scheduling and assigning tasks, providing guidance, ensuring work is completed according to proper procedure, monitoring work progress, and reviewing results.
Examination Process
A civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas. The supplemental questions are the examination. Falsification of information may result in disqualification from a recruitment or removal from a city position. Additional information will not be accepted after the closing date. The supplemental questions are weighted 100% for placement on an eligible list, and must be worked on individually by the applicant only. The supplemental questions of all qualified applicants will be reviewed for placement on an eligible list.
Eligible List
You must score 70% or higher on the examination to be placed on the eligible list. The eligible list will remain in effect for a period of 6 months from the date of certification and may be extended for a period of up to 2 years.
Selection Process
Final candidate selection will include list placement and may include hiring interview (if applicable). Any individual offered employment will be required to pass a pre-employment drug test, complete background check, and may be required to demonstrate the ability to perform the physical requirements of the job. Some positions may require preliminary background checks. The purpose of this recruitment is to establish an eligible list for current and/or future openings which may include part-time or full-time positions.
Essential Functions
- Leads, plans and reviews the work of staff responsible for a variety of skilled, semi-skilled and manual labor tasks involved in the installation and maintenance of traffic control devices.
- Ensures employees adhere to established work methods, techniques and schedules, and comply with applicable city and department policies, procedures, standards and specifications; reviews needs with appropriate management staff; allocates resources accordingly.
- Maintains inventory of signs, materials, tools and equipment; monitors stock levels and ensures adequate supplies are available to support scheduled and emergency work; coordinates ordering and restocking as necessary.
- Supervises the use of and operates airless spray equipment, paint striping vehicle and hot plastic equipment.
- Provides training to assigned city staff in the installation and maintenance of traffic control devices, use of equipment and standard processes, methods and techniques.
- Ensures that assigned employees adhere to proper traffic barricading techniques when working in or near traffic to protect the safety of staff and the public; if necessary, directs traffic around work.
- Leads and participates in the marking of curbs, crosswalks, medians, turn lanes, street lettering, parking lots, etc. according to drawings, plans and specifications; applies epoxy adhesives and ceramic buttons or thermoplastic or paint and reflective materials.
- Coordinates the removal of hazardous waste from pavement marking waste and solvents.
- Plans and creates work orders; verifies location of work orders.
- Monitors and evaluates vendor performance; ensures vendor install or reinstall traffic control devices according to plans.
- Reviews, interprets and follows traffic control device plan; makes minor on-site adjustments for traffic flow if needed. ; refers to regionally accepted and city-wide drawings and specifications, and the Manual on Uniform Traffic Control Devices issued by the Federal Highway Administration (FHWA) for standards.
- Maintains a variety of automated and manual logs, records and files including daily progress of assigned crew and citizen complaints; forwards written information to supervisor.
- Fabricates, repairs, installs and replaces traffic and street signs and other public signs such as those indicating crosswalks, school zones and parking lots; cuts pipes; selects and marks proper locations and bores holes for signs and posts.
- Installs, removes and maintains delineators, meter poles and raised pavement markings on roadways and medians.
- Cleans equipment and performs maintenance after use.

Experience
Two years of increasingly responsible traffic maintenance experience, including roadway markings and sign installation.
Training
Equivalent to graduation from high school.
Licenses and Certifications
Possession of an appropriate, valid Class B commercial driver's license on the date of application, and maintenance thereafter.
Possession of Signs and Markings Specialist Level I certification from the International Municipal Signal Association on date of application, and maintenance thereafter.
As a condition of continued employment, employees must acquire the following certifications by the dates specified:
Possession of a Flagman certification from the Nevada Department of Transportation within one year of the date of appointment, and maintenance thereafter.
Possession of a City of Las Vegas forklift certificate within one year of the date of appointment, and maintenance thereafter.
Possession of Signs and Markings Specialist Level II certification from the International Municipal Signal Association within two years of the date of appointment, and maintenance thereafter.
Special Requirements
Certain city functions operate on a 24 hour per day, seven day per week schedule, and may require support on any shift. Additionally, position may be required to respond to call outs during emergency situations.

Environmental Conditions
Location: Up to 100% outdoors in field environment with exposure to all typical weather conditions, including travel from site to site. May work in sign shop if assigned.
Hazards: Exposure to extreme traffic hazards, pinch points, moving objects and vehicles, dust, noise, vibration, grease, fumes, cramped quarters, inclement weather conditions, slippery surfaces, electrical shock, toxic and caustic chemicals.
Equipment Used: City vehicles, aerial lift truck, forklift, variety of hand and power tools, jackhammer, cutting torch, airless sprayers.
Safety Equipment: Respirator, goggles, hearing protection, safety shoes, dust mask, safety vest and other equipment as needed.
Physical ConditionsEssential and marginal functions require:
Standing/walking: Occasional standing, in combination with walking, outdoors while performing general work duties, up to 1-3 miles per day.
Sitting: If assigned to paint striper truck, sits constantly while truck operates. Otherwise, occasional sitting while operating or riding in vehicle.
Lift/carry: Occasional lifting 1-60 lbs, tools, equipment, materials. Carrying up to 25 ft.
