Performs the inspection and evaluation of water and wastewater pollution control equipment, facilities, devices, practices, and plans to ensure compliance with local, state and federal regulations.  

Environmental Factors 

Works 60% in an office setting with exposure to water samples that may contain infectious disease-causing agents and 40% outdoors with exposure to fumes, odors, acids, gases, dust and biohazards.  Protective clothing and safety devices must be used as appropriate.   


Physical Factors 

Moderately heavy physical work that includes moving items weighing up to 100 pounds; lifting and/or carrying items weighing up to 70 pounds; occasional bending; ability to move around heavy traffic; depth perception, color and field of vision for safety and to determine sample or color distinctions; manual dexterity to operate scientific equipment.


Work Situation Factors 

Requires occasional extended and non-scheduled hours, nights, weekends and holidays; occasional travel out of town for several days. Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues.  Regular attendance is an essential function of this job to ensure continuity of services.  Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

This posting will be used to fill a full-time, contract, non-exempt position in the Utilities Department but may be utilized to fill other vacancies to include full time or contract. 

This position is graded at CN16.


  • Inspects and evaluates the operation and maintenance of commercial, industrial and municipal water and wastewater systems and equipment; evaluates pollution control/prevention devices, practices, plans and programs. 
  • Performs field monitoring and sampling of commercial, industrial and municipal systems, including wastewater pretreatment systems, grease interceptors, sand/oil/water separators and backflow prevention devices. 
  • Conducts annual inspections and compliance monitoring for industrial and commercial users; documents inspections and monitoring; maintains documents and data files; enters data into compliance tracking data bases. 
  • Conducts sewer collection system flow surveys, significant industrial user surveys and backflow device requirement surveys. 
  • Prepares forms, letters and reports regarding program requirements and responsibilities of the position. 
  • Notifies the Industrial Waste Programs Supervisor of non-compliance issues; makes recommendations for corrective action; commences enforcement activities. 
  • Participates in the evaluation of program effectiveness, planning and resource needs. 
  • Responds to complaints regarding sewer manhole overflows to determine cause of overflow; responds to customer complaints regarding odors from grease interceptors. 
  • Remains current with new developments in treatment technologies.  
Associate Degree in Water Technology or directly-related field PLUS two years of experience in water/wastewater treatment, industrial treatment, or laboratory material testing is required.  A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

LICENSES/CERTIFICATIONS: 

Valid driver’s license is required.  Position requires an acceptable driving record in accordance with City of Las Cruces policy. Completion of the IPP Inspector course within one year of employment; completion of the USC Backflow Testing Course or equivalent within one year of employment.   


Knowledge of: principles, practices, techniques, activities, rules, and regulations related to the operations and functions of Industrial pre-treatment facilities, equipment, procedures, policies, and chemical/biological sampling and analytical methods; laboratory procedures, sample preservation methods and sample holding times; Uniform Plumbing Code; monitoring equipment such as field samplers, gas monitors, flow meters; current principles of record keeping and records management; principles and practices of effective research methods and data analysis, customer service, and problem resolution techniques; occupational and environmental safety and health hazards, and safety practices; safe and effective use and maintenance of related tools, materials, and equipment; current methods and standards for preparing effective business correspondence; correct English usage, grammar, composition, spelling, punctuation and vocabulary; business and personal computers and related software applications; City organization, operations, policies, and procedures to effectively perform the required functions and duties of the position. 
 
Ability to: perform a variety of duties and responsibilities and assess and prioritize multiple tasks, projects, and demands to meet deadlines; ensure appropriate levels of customer service to achieve expectations and meet objectives; read, understand, and assure compliance with a variety of policies, procedures, rules, standards, and regulations governing related activities and functions; collect applicable information and maintain accurate and timely records; maintain testing and laboratory records; maintain confidentiality of information and data; communicate effectively orally and in writing and use interpersonal skills to sufficiently exchange or convey information and receive work direction; prepare and present accurate and reliable information and reports; establish and maintain effective and appropriate working relationships with employees, other agencies, and the public; safely and effectively operate relevant tools, equipment, and motorized vehicles; navigate across even and uneven surfaces; utilize a two-way communication device; timely and accurately enter data and update records using various mediums and formats; take initiative and exercise sound independent judgment within established procedural guidelines and carry out primary responsibilities in accordance with all governing regulations, statutes, and procedures to ensure achievement of goals and objectives.
