ABOUT THE  DEPARTMENT:
Since 1925, the La Habra Police Department has been dedicated to providing the residents of this community with a safe environment in which to live and work. This commitment to service is a tradition upheld by the men and women who serve La Habra and is reflected in all aspects of the department's day-to-day operations.
 
In addition to the regular duties of traffic and law enforcement, the La Habra Police Department strives to assess the needs of the City and, working in partnership with area residents, successfully address those concerns. Since law enforcement and public safety are a city-wide concern, we actively seek the involvement of community members in all aspects of policing and welcome their participation.
 
ABOUT THE POSITION:
Under general supervision of the Records Supervisor, or a Senior Property and Evidence Technician, the Property and Evidence Technician performs manual and clerical work in the receipt, storage and release of found, stolen and confiscated property and evidence impounded by the Police Department or other law enforcement agencies; and performs related duties as required.
(Duties may include, but are not limited to the following):
  • Processes invoices and logs in property received from law enforcement personnel. 
  • Receive, store and maintain custody of evidence and other property; maintain accurate records and store all evidence and other property in accordance with local, state and federal laws, regulations and procedures.
  • Responds to questions from the public, co-workers, over the telephone and in person, regarding the release of property and evidence; assist other city employees with booking evidence and property.  Loads and transports property impounded from outlying stations or precincts. 
  • Transports evidence to and from the State Department of Public Safety for analysis. 
  • Prepares impounded property for distribution and/or auction as authorized. 
  • Destroys impounded property as required by law or regulations. 
  • Maintains appropriate release records and records disposition or property and evidence. 
  • Makes accurate comparisons of items from serial numbers or other descriptive features. 
  • Maintains and secures biological evidence contained in refrigerators and freezers requiring strict temperature control. 
  • Verifies stolen weapons using national and state crime information computer systems. 
  • Receives vehicles impounded as evidence only and various gasoline and motor-powered equipment. 
  • Accurately enters all property and evidence into the computerized inventory system; updates records as required.
  • Develop and maintain proficiency in the basic operation of existing or evolving electronic computer programs, including department office and inventory software and databases.  
  • May testify in court concerning the procedures and processes used to maintain the property and evidence. 
  • Performs other related duties as required.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of: 
  • General police procedures for impounding and safekeeping property.
  • Applicable Federal, State and local criminal and civil laws, codes and regulations.
  • General principles and practices of warehousing.  
  • Hazards and safety precautions applicable to warehousing.
  • Basic record keeping procedures.
  • Basic mathematics, weights and measures.  
 Ability to: 
  • Implement storage, security and accounting procedures for items of a sensitive nature and/or valuable impounded property.
  • Communicate effectively, both verbally and in writing.
  • Maintain accurate records.
  • Operate a computer and all job-related software.
  • Learn and apply department policies, procedures and regulations.
  • Learn and apply sections of State and local codes.
  • Write clearly and concisely and accurately record property and evidence descriptions.
  • Follow verbal and written directions.
  • Establish and maintain effective working relationships with superiors, peers, subordinates and the public.
  • May be required to work holidays and weekends, as well as day, night and graveyard shifts in case of emergency.

Physical Demands 
While performing the duties of this job, the employee is regularly required to sit, walk and stand; talk and hear; use hands to finger, handle, feel or operate objects, tools or controls; reach with hands and arms; and perform repetitive movements of hands or wrists. Positions in this classification occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information and moving from place to place within an office or at a crime scene; and balance to walk long distances some of which may be on uneven or slippery surfaces.

The employee is frequently required to lift up to 50 pounds unaided. Specific vision abilities required for this job include close vision and the ability to adjust focus.

Environmental Elements 
Employees primarily work in an office environment with moderate noise levels, controlled temperature conditions and with the potential of direct exposure to bio-hazardous physical substances. Employees may also work outdoors in a variety of weather conditions transporting for storage or retrieving for release bicycles or property stored in off-site storage facilities. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Mental Demands

While performing the duties of this class, an employee uses written and oral communication skills; reads and interprets data, information and documents; analyzes and solves problems; uses math and mathematical reasoning; performs highly detailed work; deals with multiple concurrent tasks; and interacts with others encountered in the course of work, including frequent contact with customers and/or the public and dissatisfied/abusive individuals.

TRAINING AND EXPERIENCE:

Any combination of training and experience, which demonstrates attainment of the required knowledge and ability to perform the required work (with reasonable accommodation, if needed), typically: 

EDUCATION: 

Graduation from high school or equivalent and completion of related college coursework. 

EXPERIENCE: 

Two (2) years of warehousing and inventory control. 

SPECIAL REQUIREMENTS: 

Prior to hire, the individual shall be required to successfully pass a background investigation. 

SPECIAL CONDITIONS

Public Employee Disaster Service Worker: In accordance with Government Code Section 3100, all La Habra City employees are required to perform assigned disaster service worker duties in the event of an emergency or a disaster.
