The Technical Services Manager oversees and manages the Library’s Integrated Library System (ILS), which includes testing for quality assurance, customization of staff and public interfaces, and library staff training. The Technical Services Manager also manages acquisitions, receiving, cataloging, e-resources, and metadata creation, ensuring adherence to cataloging and metadata standards. This position also works with library vendors in troubleshooting system errors, developing new system capabilities, and advocating issues on behalf of the library. The Technical Services Manager works collaboratively with the Circulation Manager and is expected to work with the public regularly. This position reports to the Assistant Director of Library Services.

The minimum starting salary is $74,435.00 - $91,927.00* Competitive Benefits* Eligible experience, education, and expertise may provide a greater starting base pay within the full pay range.

Required:

  • Description of experience with collection development, including budget and vendor contract management
  • Description of expertise with creating and maintaining Cataloging Standard Operating Procedures 
  • Plans, organizes, maintains, and manages the processes and operations of the Technical Services division including: Acquisitions, Cataloging, Serials, Digital Services, and Integrated Library System (ILS)
  • Runs, manages, and monitors the Integrated Library System (ILS) software, including: customization, staff training, and troubleshooting technical issues.
  • Maintains a high level of technical proficiency concerning all aspects of the ILS
  • Create and maintain Cataloging Standard Operating Procedures
  • Works with Library Administration and Director to create and maintain Collection Policies
  • Serves as the Person-in-Charge as assigned
  • Serves as the main liaison between the Library and I.T. department
  • Maintains statistics on Technical Services Operations and Library Collection, and prepares reports for the Library Administration
  • Supervises staff as assigned, which includes training, evaluating, and assigning work
  • Follow the city process to seek and maintain vendor contracts regarding library collection.
  • Oversee, monitor, and maintain the library collection budget.
  • Order and maintain physical and digital library materials; verify bibliographic data; locate sources and/or determine the most appropriate online vendors following established criteria.
  • Monitor compliance with contract terms and specifications and evaluate performance of external contractors/vendors.
  • Process incoming orders and approve vendor invoices; communicate with vendors to determine availability and resolve issues with orders.
  • Respond to staff and patron purchase requests in a timely and professional manner.
  • Review a weekly report on the purchase of additional copies of materials to fulfill public demand.
  • Manage the Interlibrary Loan (ILL) Program: working with the State ILL system and Kyle Public Library’s operating system to process ILL requests, communicating to staff and patrons the ILL process, maintaining accurate records of the program for statistical purposes, fulfilling requests from borrowing libraries and Kyle Public Library patrons in a timely manner, troubleshooting any issues, and mailing out ILL materials.
  • Catalog library materials in a variety of formats; create and edit bibliographic and item records for the library's automated system, adhering to cataloging and metadata standards to ensure consistency and optimize discoverability
  • Maintain the catalog and clean up records regularly to ensure easy usability by patrons.
  • Supervise Assistants to include prioritizing and assigning work; providing regular feedback and conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures. 
  • Work with the Circulation Team to create and maintain user guides for library resources. 
  • Process withdrawn materials and updates or delete holdings and bibliographic records from local and online databases.
  • Creates hold and status reports; reconcile inconsistencies and make corrections as needed.
  • Process library materials routed for review based on condition, age or status. Follow established criteria to reorder, repair, withdraw, or route to the selector.
  • Collaborate with the Circulation Manager in training staff and patrons in search strategies and the use of information resources.
  • Keep current on trends and developments in Technical Services Librarianship, Acquisitions, Collection Development, and Integrated Library Systems.
  • Attend webinars and other continuing educational opportunities focused on the roles of Technical Services Manager.
  • Handle patron complaints tactfully and resolve issues.
  • Assist at the circulation desk, such as; checking library materials in and out; processing library card applications; handling overdue accounts and questions; collecting fines and handling cash; shelving; receiving and responding to phone and onsite queries; explaining and applying circulation policies.
  • Assist staff and patrons by answering general and reference inquiries using print, electronic databases, and Internet resources.
  • Assist staff and patrons with readers’ advisory questions and find reading materials of interest to them.
  • Follow all library policies and procedures.
  • Be prepared to work any day of the week between 8:00am and 9:00pm. Occasional earlier and/or later hours may be required. The work schedule may vary weekly, daily, or even hourly to accommodate the library operating hours and/or to cover staff shortages
  • Perform all duties and special tasks assigned.
Minimum Qualifications:
  • ALA-accredited Master’s Degree in Library and Information Science is required.  
  • A minimum of three years (3) of full-time experience in a public library. 
  • A minimum of two years (2) of full-time experience with Library Integrated Management Systems, acquisitions and collection librarianship, and overseeing budget of collection. 
  • A minimum of two years (2) of supervisory experience. 
  • Successful completion of cataloging course work in MLIS degree.  
  • Must possess a valid Texas Driver’s License with an acceptable driving record. 
Preferred Qualifications:
Ability to speak, read, and write Spanish is preferred, but not required.
  • Knowledge of the principles and best practices of public library service.
  • Knowledge of integrated library systems and technologies used within a public library.
  • Knowledge of library acquisitions practices and procedures.
  • Knowledge of collection development and cataloging principles.
  • Knowledge of administrative principles; personnel practices and procedures; and supervisory principles, workforce planning, and recordkeeping.
  • Excellent analytical and problem-solving skills.
  • Excellent communication and interpersonal skills to collaborate with colleagues, vendors, and library patrons.
  • Proficiency in understanding bibliographic data and cataloging standards.
  • Proficiency in library automation systems and online ordering platforms.
  • Proficiency in budget management and financial reporting skills.
  • Skill in handling multiple tasks and prioritizing.
  • Skill and familiarity with various computer hardware and software, including electronic reading devices and Microsoft Office Suite.
  • Ability to prioritize and manage a self-directed workload.
  • Ability to communicate clearly, both orally and in writing.
  • Ability to provide high-level customer service.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to respect the privacy of individual users.
  • Ability to define problems, collect data, establish facts, and reach conclusions when dealing with problems involving several variables.
  • Ability to pay attention to detail and maintain accuracy and flexibility.
  • Ability to interpret and apply policies and procedures.
  • Ability to work cooperatively with people of diverse backgrounds, and maintain effective working relationships with co-workers, supervisors, and the public.
  • Ability to perform minor troubleshooting of computers hardware and software.
