JOB REQUIREMENTS: Kenosha County is seeking a detail-orientated person
to join our Division of Land Information. Kenosha County Land
Information provides accurate property, taxation, and mapping data to
effectively and efficiently meet statutory requirements and supply data
to assist in economic growth and residential development initiatives.
The GIS/Real Property Analyst role is responsible for preparing and
maintaining assessment rolls and mapping data for taxation purposes
within the parameters of Wisconsin Statutes Chapter 70.09 and 59.72. The
GIS/Real Property Analyst must thoroughly understand mapping, legal
description, land title, and applications of law. Duties include: Enters
ownership changes and sale information via interpretation of recorded
legal documents Maps and maintains cadastral, zoning, E911, and other
geospatial layer changes in the enterprise GIS system Prepares and
maintains assessment rolls for taxation purposes Develops mapping
applications and tools Researches and analyzes recorded documents;
drafts letters/correspondence to attorneys, title companies, and the
public regarding identified issues and potential solutions Responds to
requests for geospatial and/or taxation-based datasets Provides new tax
parcel numbers, drafts new legal descriptions, and configures lot
dimensions/area as needed Scans and indexes all surveys provided from
registered land surveyors and assists public in accessing surveys
Balances open book changes and board of review changes with assessor\'s
totals Updates Land Information web pages on Kenosha County website
Assigns property addresses to unincorporated areas of Kenosha County

QUALIFICATIONS: Experience One to two years of experience in geographic
information systems, surveying, real estate required Three to five years
of experience utilizing GIS/mapping in a land records-based environment
preferred Success Factors Knowledge of: ESRI based GIS software
including desktop, enterprise, and online products; HTML5, JavaScript,
and relational databases Surveying terms such as degrees, bearings,
distance, radius, sense of direction; legal descriptions, assessment
roll practices and procedures; and Wisconsin Statutes Chapters 70.09 and
59.72 Skill in: Drafting/engineering scale and land measurement compass
Using Microsoft Office software, including Word, Outlook, Excel, and
Teams Ability to: Perform data entry accurately, understand basic
accounting terms, understand the taxation cycle Read and interpret maps,
land surveys, and legal title ownership changes; read, interpret, and
write legal descriptions; and understand real estate practices and
abstracting Organize multiple priorities to meet schedules and deadlines
of the work; work independently and with limited oversight to meet
deadlines; follow oral and written instructions; acquire and maintain
general knowledge of department policy Listen, communicate, collaborate,
and convey sometimes complex information to individuals with varying
degrees of knowledge/experience Adapt to changing protocols and shifting
priorities in a fast-paced environment; perform highly detailed work
within defined or ambiguous timeframes and amidst distractions Work
