Responsibilities

REQUIRES:
  • Plans, assigns, and supervises inspections, investigations, educational activities, and training programs for community engagement personnel responsible for the abatement and maintenance of Land Bank and Homesteading Authority properties.
  • Provides guidance and technical assistance to subordinate staff, ensuring investigations are conducted accurately, consistently, and in accordance with established procedures.
  • Oversees the planning, organization, development, and coordination of Land Bank abatement program specialties, including the community mower program, general abatement activities, and unhoused camp decommissioning efforts.
  • Compiles, analyze, and correlate data and information to stay informed on developments, trends, and best practices related to property abatement and community engagement.
  • Confers with technical and administrative leadership regarding Land Bank and City policies, ensuring strategic enforcement and property abatement activities align with organizational goals and regulatory requirements.
  • Consults with City officials, municipal partners, community organizations, professional groups, and residents regarding property abatement conditions, program objectives, and related initiatives.
  • Performs other related duties and special projects as assigned by the supervisor.


Qualifications

REQUIRES:
  • An accredited Bachelor's degree and 4 years applicable experience in planning/zoning; nuisance housing; building construction or inspection; health, safety, codes and ordinances inspection or investigations; neighborhood/community assistance, code enforcement, social services, background investigations or criminal justice. OR
  • An equivalent combination of qualifying education and experience Must possess a valid state-issued driver's license in accordance with City of KCMO policies.
  • Must possess or be eligible to obtain required police commission from the KCMO Police Department.
  • Must pass a pre-employment drug screen and post-offer physical examination as prescribed by the City.

Positions requiring a high school diploma/GED certificate must be obtained from a school/program accredited by the Department of Education and recognized by the U.S. Secretary of Education.

The minimum education requirement for positions that allow for experience equivalency for an accredited degree is a high school diploma. Unless otherwise specified, an accredited degree must be obtained from a college or university listed with the U.S. Department of Education and recognized by the U.S. Secretary of Education.
For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.

If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
