SENIOR PROGRAM SPECIALIST (PUBLIC WORKS)

Under general supervision, oversee and coordinate the City's solid waste program and operations within the Public Works Department, and oversee compliance and verify effective service delivery for the collection, transporting, hauling, processing, and disposal of City solid waste.

TASKS

  • Coordinate the organization, staffing, and operational activities for the solid waste program; administer the integrated solid waste franchise agreement for the services of collecting, transporting, hauling, processing, and disposing of City solid waste;
  • Direct, coordinate and review contract services; review work plans for solid waste services; assign work activities and projects to support staff; monitor workflows; resolve contract compliance issues;
  • Participate in the development and administration of assigned program budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures;
  • Participate in the revisions to the integrated solid waste management franchise agreement;
  • Participate in the development and implementation of programs and policies;
  • Participate in the annual solid waste franchise audit; assist in the preparation of staff reports, ordinances, and resolutions;
  • Review monthly franchise payments; review and ensure accuracy of payment of invoices prepared by staff; monitor waste diversion and trash generated by the City;
  • Conduct, monitor, and supervise the administration of sanitation fees billing systems; monitor billing accounts for services and rate accuracy;
  • Coordinate with the solid waste franchise contract hauler in preparation of the annual AB939 report to the state of California; review and submit annual reports to ensure compliance with state mandates;
  • Administer the management of financial accounting files; maintain inventory of finance and accounting records related to the solid waste program;
  • Coordinate solid waste activities with other departments, divisions, outside agencies, and organizations;
  • Attend and participate in professional group meetings to maintain awareness of new trends and processes related to solid waste management; recommend and improve new processes;
  • Provide staff assistance to the Chief Public Works Superintendent; participate in committees; prepare staff reports and memos as appropriate and necessary;
  • Performs other related duties as required.

Qualifications

Any combination equivalent to training and experience that could likely provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be a Bachelor's Degree with coursework in Grant Administration or Public Administration, AND Five (5) years of progressively responsible experience managing solid waste programs and/or complex public administration support.

Knowledge, Skills, And Other Characteristics

  • Knowledgeable of applicable city, county, state, and federal statutes, rules, ordinances, codes, regulations, and other governing rules and regulations, organizational planning, analysis principles, research techniques, and of budget and project management principles and procedures, and familiarity with general emergency management practices;
  • Skilled in preparing complete, complex, comprehensive, and accurate reports, in assessing and prioritizing multiple tasks, projects, and demands, working with conflicting deadlines to complete projects, providing and following oral and written instructions, and in establishing and maintaining productive, positive working relationships;
  • Ability to exercise sound judgment in performing essential duties; effectively problem-solve day-to-day program-related needs, issues, and concerns; prioritize, delegate, and monitor staff work assignments; prepare well-organized and accurate documents such as reports, memos, and correspondence; synthesize ideas and factual information into clear and logical written statements; demonstrate fiscal responsibility in decision making;
  • Proficient in the use of work-related computer applications, including e-mail, word processing, spreadsheets, databases, the internet, and other electronic devices to perform essential job duties.

THE SELECTION PROCESS

Applicants whose experience best meets the city's needs will be invited to participate in the examination for this position. Candidates must have access to a computer with internet, video, and audio capabilities to participate in our examination process. The examination may consist of one or more of the following: (1) Training & Experience Evaluation, (2) Writing Exercise, and (3) Qualifications Appraisal Interview with a panel of subject matter experts. Candidates must receive a score of 70 or higher to have their names placed on the active eligibility list for one year. The top three ranks on the Eligibility List will have their application materials forwarded to the hiring authority for a selection interview.
