Plan, direct, manage, and oversee the functions, programs, and operations of Intergovernmental  Programs including, but not limited to, Inner-City Residential Enterprise Zone, downtown services, and other activities; coordinate assigned activities with other departments and outside agencies; and provide highly responsible and complex administrative support to the CFO.  A Bachelor's degree in Public Administration, Business Administration, Finance, or a related field and five (5) years of relevant program administration experience or a Master's degree in Public Administration or a related field may substitute for two (2) years of the required experience. An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities. Must have a thorough knowledge of  operations, services, and activities of a comprehensive community services program.

Assumes full management responsibility for programs and operations including but not limited to, inner-city, downtown, and related services and activities.

Participates in the planning, development, and oversight of inner-city and downtown facilities.

Establishes, within department policy, appropriate service and staffing levels; monitors and evaluated the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly. 

Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.

Plans, directs, and coordinates, the Intergovernmental Programs work plan.

Works with the CFO and participates on the development and administration of the budget; approves the forecast of funds needed for equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.

Provides staff assistance to CFO; attends and participates in meetings, prepares and presents staff reports and other necessary correspondence.

Represents the department to other departments, elected officials, and outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations; facilitates and develops partners and coalitions with community partners.

Explains, justifies, and defends department programs, and activities; negotiates and resolves sensitive and controversial issues.

Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of community services.

Perform other duties as assigned.

Principles and practices of community services program development and administration.

Methods and techniques of directing community services activities and programs.

Principles and practices of municipal budget preparation and administration.

Pertinent federal, state, and local laws, codes and regulations.

Various community needs related to the provision of community services. 

Customer services skills and techniques.

Manage and direct a comprehensive intergovernmental Programs.

Analyze and assess programs, policies, and operational needs and make appropriate adjustments.

Research, analyze, and evaluate new service delivery methods and techniques.

Plan, organize, direct, and coordinate the work of lower-level staff.

Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

Adapt the programs and activities to meet community needs and requirements.

Facilitate, develop, and work with groups to create partnerships and coalitions.

Participate in the planning, development, and oversight of plans, programs, and projects.

Prepare clear and concise administrative and financial reports.

Interpret and apply applicable federal, state, and local policies, laws, and regulations.

Identify and respond to sensitive community and organizational issues, concerns, and needs.

Demonstrate an awareness and appreciation of the cultural diversity of the community.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contracted in the course of work.

This position requires an equal amount of time spent standing, walking and sitting.  

Lifting, pushing/pulling, or carrying objects weighing up to twenty (20) pounds is sometimes required. Use of hands, arms, and fingers required

Audio, visual and verbal functions are essential to the performance of this position.  

The majority of workday is spent in a controlled indoor environment.
