We are seeking a talented and motivated Engineering Project Manager to join our Storm and Sanitary Sewer Division.  As an Engineering Project Manager in this division, you will have the opportunity to work on a wide range of projects related to our sanitary and storm sewer collection system.  Most notably the maintenance hole rehabilitation project. You will be responsible for scoping projects, procuring consulting engineers, designing projects, managing project details including public and stakeholder engagement and managing project coordinator workloads.  Other responsibilities include bidding capital construction projects and working closely with the construction management team.  You will act as a technical expert in the utility and help with development questions related to storm and sanitary sewer requirements.

 

Primary Duties & Responsibilities 

The principal function of an employee in this class is to focus on project management responsibilities. Incumbents as assigned, are responsible for development, coordination, and implementation of ongoing projects including report writing and presentation, conducting research; providing citizen service and project management related to City resources and may be responsible for overseeing designated projects, programs and resources. Incumbents serve as supervisors overseeing staff and conducting performance evaluations.

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.


Primary Duties Include:

  • Coordinate and direct activities, personnel and teams involved in the design, development, coordination and implementation of assigned projects or contracts.
  • As assigned, supervise staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.
  • Prepare and maintain plans, specifications, cost estimates, schedules and contract documents; monitors, tracks and adjusts schedules, scope and project budgets; reviews, approves and monitors permit compliance.
  • Manage contracting activities with internal staff and external stakeholders in order to facilitate project implementation, progress, and completion; observe work in progress to ensure that procedures are followed and materials are used in conformance with applicable specifications; and monitor quality and compliance with approved plans, standards and regulations.
  • Receive citizen or stakeholder requests related to existing or new projects/programs; collects or coordinates the collection of data; investigates issues; recommends and implements solutions or refers to appropriate resource.
  • Prepare and maintain a variety of reports, spreadsheets, databases, technical materials, program related documents and/or marketing materials.
  • Prepare and administer bidding process; define project scope and parameters; develops bid schedules, construction, and cost estimates; evaluates proposals, qualifications, and bids; facilitates pre-bid meetings; selects external contractors; and/or performs other related activities.
  • Prepare, administer, and monitor project budgets; participate in the preparation and presentation of annual budgets.
  • Manage records and information in any format, in accordance with applicable statutes, regulations and City policy, guidance and records retention schedule.
  • Perform other duties of a similar nature and level as assigned.

Minimum Qualifications

  • Bachelor's Degree in Civil Engineering or related field and 4 years experience related to area of assignment including supervisory responsibility; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
  • 3-5 Years of Experience in Hydraulics/Hydrology Design
  •  Familiarity with AutoCAD
  • 2-3 Years of Experience in Public Procurement of Construction Projects (Bid Set Development)
  •  Experience Directing Engineering Teams/Consultants


Ideal Candidate

Highly Preferred Qualifications:

  • 3-5 Years of Public Project Management
  • State of Oregon Professional Engineer License or EI
  • Experience with Storm and Sanitary Sewer Projects
  • Knowledge of Local Regulations (Clean Water Services Standards)
