About This Opportunity
The City of Hillsboro Water Department is searching for an experienced GIS & Asset Management Analyst to advance GIS and asset management programs for the City’s Water utility, Barney treatment plant, and Joint Water Commission treatment plant. Your work will enhance the Water Department’s established use of GIS and CMMS software to the next level with the goal of proactive maintenance, effective operations, and data-driven capital outlay. As a cohesive force within the department, you will use your strong technical expertise, project management abilities and interpersonal communication skills to coordinate with a broad spectrum of stakeholders. From frontline maintenance staff to department leadership, you will work independently and as part of team to innovate, create and automate the future of water utility data. What You'll Be Doing
- Water utility GIS and Asset Management data management and analysis;
- Divisional asset management oversight and planning;
- OpenGov Enterprise Asset Management (EAM) workflow development, documentation, and user training;
- Capital project and maintenance forecasting;
- Technical project management and consulting;
- Support departmental Regulatory Compliance Reporting;
Candidates We Are Looking for Will Have:
- At least three years of increasing GIS experience, spatial data analysis and database design in particular
- Experience with Computerized Maintenance Management System (CMMS) or asset management software
- Extensive skills with ArcGIS Pro, ArcGIS Online, and ArcGIS Enterprise Portal
- Experience with editing in versioned environments. Esri Utility Network experience a plus
- Experience with python and arcade
- Technical project management experience
- Knowledge of water utilities and related GIS functionality
- Strong interpersonal communication skills with the ability to engage non-technical staff when conveying complex technical concepts
- Willingness and desire to work productively with department staff from all levels and disciplines to interpret and deliver on their technical needs
Exciting Projects You May Work On Include:
- In-town Cast Iron Replacement Project
- Support the department in the replacement of nearly 55 miles of Cast Iron distribution mains
- Geometric Network to the Utility Network migration
- Implementing the Water Department Asset Management Road Map
- Support the division in the implementation of the roadmap. Possible projects may include Cathodic Protection, FEMA Resource Typing, or Pipe Renewal Programs.

Minimum Qualifications and Experience
- Bachelor's degree in Geography, Environmental Science, Computer Science, or related field; AND
- Three years of increasing GIS experience, spatial data analysis and database design in particular; OR
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above
Licensing/Certifications
- Driver’s license with a safe driving record required
- Geographic Information Systems (GIS) Certificate preferred
