About the Role:
Are you a strategic procurement leader ready to make a meaningful impact across an entire community?
As the Director of Procurement, you will lead a high-performing team responsible for the City’s centralized purchasing operations, supporting both municipal functions and Hampton City Schools. This is a critical leadership role where your expertise will directly influence how public resources are managed, ensuring efficiency, transparency, and accountability.
Reporting to the Chief Financial Officer, you will oversee all phases of procurement, including the acquisition of supplies, equipment, construction, and professional services. You will ensure compliance with federal, state, and local regulations while driving innovation and continuous improvement in procurement practices.
This role operates across dual enterprise systems supporting both the City and Hampton City Schools, requiring a leader who is highly adaptable and proficient with technologically.

Minimum Qualifications:
Bachelor’s degree in business or public administration, communications, or a closely related field.
Requires a minimum of five (5) years of progressively responsible full-time equivalent experience in purchasing, procurement, or contract administration, preferably in a municipal government environment.
- Requires a minimum of five (5) years of supervisory experience.
- Extensive experience using Virginia’s electronic procurement system (eVA) is highly desired.
- Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), or Certified Procurement Manager (CPM) must be obtained within 24 months of hire.
- Must successfully pass a background check related to this position prior to any offer of employment or promotion.
- Must possess a valid driver’s license and must have and maintain a satisfactory driving record based on the City of Hampton’s criteria.
- A combination of education and experience may be considered for this position.

This position is classified on the City of Hampton’s Executive Pay Scale. Salary will be commensurate with education, experience, and qualifications.
Salary : $130,000 - $150,000
