WORK OBJECTIVE
Under the general directions of the Director of Public Works, this position plans, directs, manages and oversees functions, programs, and personnel associated with Public Works Municipal Services including the divisions of Cemetery, Facilities Maintenance, Fleet Services, and Sanitation. Coordinates assigned activities with other departments and outside agencies. Performs administrative and supervisory work in directing the overall operations of the assigned divisions in the Public Works Department for all non-utility divisions. Supervises employees and develops work schedules for day-to-day work activities to provide optimum efficiency and productivity. Performs duties with considerable independence and latitude in supervising and in being responsible for technical and administrative functions. Position requires an advanced understanding and wide application of principles, theories, and concepts in assigned function or operation. Supervises subordinates through oral and written reports based upon personal observation.
The work entails managing, coaching, and developing employees. Position requires extensive expertise and knowledge in specialized functions or business areas that can be used to develop policies and procedures as well as determining efficient and innovative ways to accomplish the organization’s business strategies. Work is evaluated through conferences and review of progress reports.

- Assesses work activities of supervised staff, delegates priority assignments, and develops action plans based on assessment.
- Analyzes, evaluates, plans, and executes existing and contemplated operations activities, programs, and strategies; develops benchmark criteria to measure the efficiency and effectiveness of the programs, initiatives, and special assignments.
- Manages the proper procurement processes, procedures, usage, repair, inventory, maintenance, and storage for the Fleet Services, Facilities Maintenance, Cemetery, and Sanitation Divisions.
- Appraises adequacy of facilities and develops plans and priorities for modification and extensions; evaluates soundness and efficiency of operations; supervises the installation of improvements; and develops work programs and budgetary estimates.
- Recommends changes to all aspects of policies and procedures in reference to said equipment, fleet, cemetery, sanitation and building operational procedures.
- Participates in damage assessments following storm events.
- Supervises the procurement process and related approvals for the department.
- Plans, organizes, and directs all functions and operations of the Cemetery Division.
- Plans, organizes, and directs all functions and operations of the Facilities Division.
- Plans, organizes, and directs all functions and operations of the Fleet Division.
- Plans, organizes, and directs all functions and operations of the Sanitation Division.
- Oversees all aspects of the department's fleet, facilities and cemetery programs.
- Supervises the work of the Facilities Maintenance, Cemetery, Sanitation and Fleet Managers and assists with contracts, including tracking, monitoring, drafting, and executing.
- Participates in the interviewing and selection of staff; provides or coordinates staff training; conducts performance evaluations; implements discipline procedures as required; maintains discipline and high standards necessary for the efficient and professional operation of the department.
- Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems.
- Reviews and approves assigned division’s payroll.
- Clarifies policies and procedures to subordinates.
- Reviews and evaluates the work of assigned staff to assure the quality, and the efficient and timely completion of assigned duties and responsibilities.
- Works in conjunction with other departments on TEAMS initiatives.
- Represents the City and/or department at various meetings, some of which may be after normal business hours.
Supervision:
- Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems.
- Assesses and monitors workload; identifies opportunities for improvement and implements changes.
- Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies; recommends discipline and termination.
MINIMUM QUALIFICATIONS
- Bachelor’s Degree from an accredited college or university with major coursework in public administration, architecture, civil engineering, construction management or closely related field.
- Five (5) years of government managerial experience, or an equivalent combination of training and experience in Public Works management or supervision will be considered. Possess at least four (4) years of experience in engineering, architectural, administrative, construction management or other public works experience; or an equivalent combination of education, certification, training, and/or experience may be substituted for the above requirements.
- Must have National Incident Management System (NIMS) certification (level to be determined by job classification requirements) or obtain within one year of employment.
- In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions to perform this job successfully.
KNOWLEDGE, SKILLS, AND ABILITIES
- Ability to plan, coordinate, manage, and execute building maintenance and renovation projects. Knowledge of fleet management, including preventative maintenance programming and vehicle and equipment replacement planning.
- Knowledge of sanitation operations for residential and commercial garbage collection and disposition, equipment operations and replacement.
- Experience in the use of computerized work order systems.
- Knowledge of principles and practices of leadership, motivation, team building and conflict resolution.
- Knowledge of materials, methods and practices of proper facilities management and maintenance.
- Maintain strong relationships and communication with vendors and customers to understand requirements and monitor projects and assignments in relation to cost, quality, and schedules.
- Provide independent thinking and full project management with little supervision.
- Knowledge of the various types of equipment used in the cemetery and municipal facilities’ operations.
- Knowledge of safety procedures and operating practices relative to accident prevention, and accident reporting.
- Skill in interpreting, understanding, and applying departmental standards and procedures, applicable Federal and State rules and regulations, and City Code and policies.
- Skill in resolving all types of customer service issues.
- Knowledge of Microsoft Office Suite products, specifically Microsoft Word, Microsoft Excel, and Microsoft PowerPoint.
- Ability to work cooperatively as part of a management team.
- Ability to analyze and solve complex operational problems.
- Ability to establish and maintain effective working relationships with City officials, employees, and the public.

OTHER REQUIREMENTS
PHYSICAL REQUIREMENTS:
Depending on functional area of assignment, tasks involve the regular and, at times, sustained performance of moderately physically demanding work and may require occasional lifting, carrying, pushing and/or pulling of heavy objects or materials (up to 25 pounds). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and moving equipment.
ENVIRONMENTAL REQUIREMENTS:
Tasks are regularly performed inside and occasionally outside with potential for exposure to adverse environmental conditions (e.g., dirt, cold, rain, fumes).
