Job Description Summary

The Pavement Management Inspector performs quality assurance inspections and related activities for construction projects within the City for pavement preservation, rehabilitation, and reconstruction related infrastructure projects, bridge structural repair, and annual Pavement Condition Index inspections on City pavement assets. Reviews, approves, and documents field changes in the assigned area. Approves traffic control permits. Maintains proper documentation of projects throughout the one-year warranty maintenance period. Performs warranty inspections on concrete, paving, striping, and generates a punch list for all deficiencies found.

The ideal candidate will have at least one year of experience in performing inspection of asphalt pavement projects to include preservation, rehabilitation, and reconstruction. This candidate will also have experience in inspecting concrete structures such as sidewalks, ADA ramps, curbs and gutters, and bridges. In addition to inspection experience, the ideal candidate will have two years or more of experience in performing maintenance on asphalt pavements, such as asphalt patching, paving, and surface seal application. This candidate will also have a strong understanding of MAG, State, and Federal guidelines.

Essential Functions

  • Formal Education/Knowledge: Work requires knowledge of a specific vocational, administrative, or technical nature that may be obtained with six-months/one year of advanced study or training past the high school equivalency. Community college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
  • Experience: Minimum three years of experience in a related field.
  • Certifications and Other Requirements: Valid Driver’s License, IMSA Work Zone Safety Certification and ISSA Slurry Seal Inspections Certification or equivalent within one year of hire.
  • Reading: Work requires the ability to read general correspondence, construction plans and specifications, documents, engineering technical standards, installation standards, and engineering manuals.
  • Math: Work requires the ability to perform engineering calculations, trigonometry, algebra, geometry; and general math calculations such as addition, subtraction, multiplication, and division.
  • Writing: Work requires the ability to write general correspondence, memorandums, handouts, letters, and to enter and retrieve project data utilizing the City’s computerized tracking system.
  • Managerial: Semi-complex - Work requires the occasional direction of helpers, assistants, seasonal employees, interns, or temporary employees.
  • Policy/Decision Making: Significant - The employee normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. More complex work as well as decisions with more significant impacts may be reviewed prior to being finalized.
  • Technical Skills: Broad Application - Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities.

Requirements

This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.

  • Performs inspections on a variety of Pavement Management projects during and upon completion; interprets, applies, and enforces conformance to specifications and standards; serves as liaison between the contractor and other City departments and staff. Coordinates with and assists contractors with field problems and possible plan revisions. Informs supervisor of project status; revises and maintains project documentation and submits as a final record. Serves as the first line of communication with residents and business owners regarding project schedules and issues.
  • Interprets, applies and enforces the provisions of the city’s engineering design standards and policies; MAG specifications and standards; and other applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies, and procedures. Reviews and interprets construction plans and product designs for projects including asphalt pavement, asphalt pavement seals, concrete structures including flatwork, curbs, gutters, sidewalks, and bridge structures, and roadway striping.
  • Assists in conducting research, analyzing data and evaluating treatment cycles; estimates project costs. Performs mathematical calculations to evaluate quantities for project material usage; inventories all City concrete, sidewalks, curbs and gutters.
  • Inputs data into asset management software; creates daily work orders for work performed by self and contractors assigned to Pavement Management projects; updates pavement condition based on field inspections and projects via inspection forms.
  • Conducts visual inspections of roadways to verify pavement condition and identify failures. Updates this information into the asset management software.
  • Reviews plans and specifications of assigned pavement projects; attends preconstruction conferences and meetings; recommends modifications to plan as needed for site conditions. Oversees product testing to ensure compliance with MAG and City of Goodyear design standards.
  • Oversees the contract work; monitors contractor performance; issues notices and orders to comply with standards, policies, contractual conditions and other requirements. Reviews cost estimates, progress reports, change orders, time extensions and other documentation from contractors. Maintains logs and records documenting contractors work and other pertinent data.

6 Months Of Employment

  • Successfully complete a traffic control technician and supervisor certification program.
  • Successfully complete an ISSA class on pavement preservation
  • Demonstrated the ability to read a phasing map, TCP plan, and administration documents pertaining to pavement preservation projects

12 Months Of Employment

  • Demonstrate ability to assign a PCI score to roadways
  • Demonstrate the ability to understand a project from start to finish
  • Demonstrate the ability to inspect a project in accordance with MAG and City of Goodyear specifications
  • Demonstrate the ability to work with a contractor on job related issues
