Performs a variety of skilled work to maintain water wells, chemical feeder equipment, pumps, motors, telemetering sensory equipment, treated water storage facilities, water distribution pipelines and related appurtenances. Performs difficult technical and mechanical work in the operation and maintenance of water treatment and conveyance facilities. May provide direction to peers and subordinates in performance of routine day-to-day work activities.
The ideal candidate for this position shall be a highly energetic and self-motivated individual, with the necessary technical and interpersonal skills. The candidate will have a minimum of 1 year of experience in the maintenance & operation of a water treatment or distribution system to include, the repair and operation of wells, boosters pumps, reservoirs, valves, altitude valves and instrumentation. Having knowledge of basic RO and arsenic treatment facility operation would be ideal but is not required. Shall be able to maintain a positive attitude and represent the City in a professional way. Shall also support the Department’s safety culture. The successful candidate will be able to plan, manage and prioritize work assignments to efficiently perform job assignments. Shall be able to work well with others as a team and/or individual to complete daily tasks and scheduled work based on a maintenance program and the needs of the production system. The ability to be able to make field decisions based on established policies, procedures and SOP’s are strongly desired. An ADEQ Water Treatment or Water Distribution Grade II certificate, and a CDL Class A Driver’s License is preferred but is not required at time of hire.

- Demonstrates a continuous effort to improve operations by streamlining work processes, decreasing turnaround times, and working cooperatively and jointly to provide efficiency and excellence in the use of City resources.
- Delivers outstanding customer service. Establishes and maintains open communication with all internal and external customers; to include co-workers, contractors, residents, and other City departments. Informs immediate supervisor of daily operations, important developments, and work activities.
- Adheres to industry and City safety standards, policies, practices, and procedures. Provide services in accordance with government standards such as Bluestake, OSHA, and MAG, Prepares and submit required safety records and reports. Work as a team to develop and implement Job Hazardous Analysis (JHA) for the Department Safety Program.
- Executes routine and emergency operational, maintenance, and repair functions on equipment utilized in the water production division. Clarifies routine day-to-day priorities in the field. Provides input to supervisors regarding performance reviews for UT I and self.
- Conducts daily inspections of water treatment facilities, production wells, booster stations, storage tanks, and related equipment; takes and records various equipment and tank readings; checks equipment and make appropriate adjustments to regulate system flow and pressure; and maintains records and reports.
- Reviews water production/demand lab results and assesses system condition. Takes water samples and makes field tests to confirm water treatment procedures and quality. Makes process corrections as necessary to protect the public health and ensure system stability.
- Assumes the duties and responsibilities of the Production Division Senior Technician as assigned during his/her absence.
- Formal Education/Knowledge: Work requires knowledge of a specific vocational, administrative, or technical nature that may be obtained with six-months/one year of advanced study or training past the high school equivalency. Community college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
- Experience: Minimum two years' experience in a related field.
- Certifications and Other Requirements: Valid driver’s license, ADEQ Grade I Operator License in Water Treatment or Water Distribution and obtain a ADEQ Grade II Operator License in specific area of concentration within 12 months of hire.
- Reading: Work requires the ability to read written instructions, manuals, letters, and machine equipment readings, measurements, or gauges.
- Math: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division, and formulas.
- Writing: Work requires the ability to write letters, memos, and reports.
- Managerial: Semi-Complex - Work requires the occasional direction of helpers, assistants, seasonal employees, interns, or temporary employees.
- Policy/Decision Making: Moderate - The employee normally performs the duty assignment after receiving general instructions as to methods, procedures, and desired end results. First 3 Months Of Employment
- Perform well and pump equipment adjustments according to water production and demand needs. Successful completion of this objective will be demonstrated by physically adjusting pump rotations to properly balance pressure and flow at Booster Station 11 and producing a summary report explaining action taken.
- Complete daily water production and demand report. Successful completion will be demonstrated by producing and submitting a daily report to the department management staff by 2:00 p.m.
- Become familiar with the maintenance program and schedule for wells, pumps and motors, chlorinators, stand-by generator and storage tanks. Successful completion of this objective will be demonstrated by providing a verbal report to the Division Supervisor during a weekly staff meeting describing the program content and schedule.
- Perform maintenance on disinfection equipment per manufacturer recommendation. Successful completion of this objective will be by physically demonstrating the work, and testing system operations.
- Have basic knowledge of the Reverse Osmosis (R.O.) Treatment Plants. Successful completion of this objective will be demonstrated by verifying plant daily performance and being able to start R.O. operations at Bullard Water Campus and site 12.
- Have basic knowledge of the Arsenic Adsorption Treatment Plant. Successful completion of this objective will be demonstrated by initiating plant operations and verifying plant daily performance.
- Perform maintenance on well and booster facilities. Successful completion of this objective will be demonstrated by performing equipment lubrication, calibration and maintenance of chlorine analyzers, making repairs to equipment and piping as required.
- Order chemicals for water production facilities and maintain chemical supplies for a minimum of five days of operation at all times. Successful completion of this objective will be demonstrated by making chemical orders for bleach while maintaining chemical levels so that operations are not negatively impacted.
- Be familiar RO chemicals such as, anti-scalant, CO2, Sulfuric Acid and Caustic and know appropriate chemical levels to maintain, so that operations are not negatively impacted.
- Perform process control analysis for quality assurance. This objective will be satisfied with field test analysis for Nitrate, Fluoride and Arsenic.
- Develop skills and production/treatment system knowledge to be able to handle On Call/Stand-by duties.
- Become familiar with the Department’s Safety Program. Successful completion will be demonstrated by being able to find safety documents in Share Point, such as JHA’s/SOP’s, follow SOP’s and participate in safety tailgate meetings.
- Operate the water system interconnects between the City’s/ Liberty water system. Successful completion will be demonstrated by a field demonstration of the equipment under a Liberty and Goodyear modes.
- Operation and Maintenance of Cla-Valve. This objective will be demonstrated by a field demonstration of a Cla-Valve components, their function and basic trouble shooting.
- Perform wire to water efficiency test. This objective will be demonstrated by performing a field test and provide well % efficiency at the time of test.
- Vacation Leave: 14 days per year, increasing with longevity. Goodyear offers an enhanced vacation benefit of recognizing total years of service under all Arizona public retirement systems for accruing vacation.
