The City of Fayetteville is currently recruiting for a Transit Maintenance Manager to manage, supervise, plan and coordinate administrative duties in the management of the Vehicle Fleet and Facilities Maintenance operation of the Transit Department to include compliance with all federal, state and local laws and regulations.  To manage, supervise, assign, review and participate in the work of staff responsible for providing fleet maintenance and facilities repair services; and to perform a variety of complex tasks relative to assigned area of responsibility.
  1. Recommend and assist in the implementation of goals, objectives, policies, and priorities; establish schedules and methods for providing fleet repair and maintenance services; coordinate repairs from alternating shifts; record status and reassign for completion.
  2. Manage and monitor the vehicle fleet and facilities maintenance program and operation; plan, prioritize, assign, supervise and review the work of staff responsible for providing fleet and facilities maintenance and repair services.
  3. Manage the purchase of all transit vehicles/equipment; monitor maintenance accounts and federal grants; initiate purchase orders; verify maintenance invoices prior to payment; procure vehicle parts and fuel for the Transit Department vehicle fleet; manage all warranty claims and accident repair costs.
  4. Coordinate fleet and facilities maintenance services with those of other divisions, outside agencies and organizations; maintain accurate records of work orders received and dates of completion; prepare outside vendor statements; maintain vehicle status board; provide staff assistance to the Assistant Transit Director; prepare reports and other necessary correspondence.
  5. Select, train, motivate and evaluate personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
  6. Supervise the diagnosis and troubleshooting of mechanical difficulties on City automobiles, trucks, and a variety of electric, diesel, gasoline and alternative fuel powered Transit equipment; assist mechanics with difficult and complex repairs; inspect work in progress; ensure adherence to safe work practices.
  7. Perform inventory of department assets; manage the proper disposal of obsolete or surplus vehicles and equipment (in accordance with federal, state and local regulations) coordinating with the Procurement Division.
  8. Evaluate, analyze and make recommendations for vehicle technology equipment and ensure the serviceability of the equipment after purchasing; manage any maintenance related software, remain current on training and updates, and track any issues, service work orders and maintenance agreement.
  9. Participate on payroll functions to include the review and approval of employees’ times and leave requests.
  10. Oversee the Transit facilities cleaning and maintenance to include the managing of constructions and renovations projects.  Purchase cleaning supplies and meet with vendors for product presentations and selection.
  11. Negotiate contracts with maintenance providers and oversee work provided; perform occasional inspections to ensure that all vendor work activity is consistent with contract requirements and industry best practices; audit and authorize payment to contractors; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures and recommend appropriate changes.
  12. Prepare and administer the division’s annual budget and monitor expenditures; review requisitions for new equipment and make recommendations based on analysis of industry best practices; review all annual transit fleet budget requests and recommend replacement units; develop and coordinate Capital Improvement Plan submissions.

Experience:
Six years of increasingly responsible experience in the maintenance and repair of vehicles and fleet equipment including four years of administrative and supervisory responsibility.

Training:
Equivalent to an Associate’s degree from an accredited college or university and/or specialized training in maintenance and repair of gas, propane, diesel, and other types of fuel powered equipment.

LICENSING & CERTIFICATIONS:

Required:
Possession of, or ability to obtain within six months of hire, a valid North Carolina Class B Commercial Driver’s License with passenger and air brake endorsements and ability to maintain insurability.  Ability to obtain within six (6) months a North Carolina State Vehicle Safety Inspector’s license and an On-Board diagnostic Emissions Inspector’s license (OBD2).

Preferred:
Automotive Service Excellence (ASE) for Automotive, Heavy Truck or Bus certification.

From the time of closing, the selection process is anticipated to last approximately 4 - 6 weeks. The process will consist of a panel interview with the selected candidate being subject to a pre-employment DOT drug screen, DOT physical, background check, and a driving history check.
