The City of Fayetteville is currently recruiting for a Transit Maintenance Manager to manage, supervise, plan and coordinate administrative duties in the management of the Vehicle Fleet and Facilities Maintenance operation of the Transit Department to include compliance with all federal, state and local laws and regulations. To manage, supervise, assign, review and participate in the work of staff responsible for providing fleet maintenance and facilities repair services; and to perform a variety of complex tasks relative to assigned area of responsibility.

Essential Duties & Responsibilities

  • Recommend and assist in the implementation of goals, objectives, policies, and priorities; establish schedules and methods for providing fleet repair and maintenance services; coordinate repairs from alternating shifts; record status and reassign for completion.
  • Manage and monitor the vehicle fleet and facilities maintenance program and operation; plan, prioritize, assign, supervise and review the work of staff responsible for providing fleet and facilities maintenance and repair services.
  • Manage the purchase of all transit vehicles/equipment; monitor maintenance accounts and federal grants; initiate purchase orders; verify maintenance invoices prior to payment; procure vehicle parts and fuel for the Transit Department vehicle fleet; manage all warranty claims and accident repair costs.
  • Coordinate fleet and facilities maintenance services with those of other divisions, outside agencies and organizations; maintain accurate records of work orders received and dates of completion; prepare outside vendor statements; maintain vehicle status board; provide staff assistance to the Assistant Transit Director; prepare reports and other necessary correspondence.
  • Select, train, motivate and evaluate personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
  • Supervise the diagnosis and troubleshooting of mechanical difficulties on City automobiles, trucks, and a variety of electric, diesel, gasoline and alternative fuel powered Transit equipment; assist mechanics with difficult and complex repairs; inspect work in progress; ensure adherence to safe work practices.
  • Perform inventory of department assets; manage the proper disposal of obsolete or surplus vehicles and equipment (in accordance with federal, state and local regulations) coordinating with the Procurement Division.
  • Evaluate, analyze and make recommendations for vehicle technology equipment and ensure the serviceability of the equipment after purchasing; manage any maintenance related software, remain current on training and updates, and track any issues, service work orders and maintenance agreement.
  • Participate on payroll functions to include the review and approval of employees’ times and leave requests.
  • Oversee the Transit facilities cleaning and maintenance to include the managing of constructions and renovations projects. Purchase cleaning supplies and meet with vendors for product presentations and selection.
  • Negotiate contracts with maintenance providers and oversee work provided; perform occasional inspections to ensure that all vendor work activity is consistent with contract requirements and industry best practices; audit and authorize payment to contractors; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures and recommend appropriate changes.
  • Prepare and administer the division’s annual budget and monitor expenditures; review requisitions for new equipment and make recommendations based on analysis of industry best practices; review all annual transit fleet budget requests and recommend replacement units; develop and coordinate Capital Improvement Plan submissions.

Experience

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Six years of increasingly responsible experience in the maintenance and repair of vehicles and fleet equipment including four years of administrative and supervisory responsibility.

Training

Equivalent to an Associate’s degree from an accredited college or university and/or specialized training in maintenance and repair of gas, propane, diesel, and other types of fuel powered equipment.

Required

LICENSING & CERTIFICATIONS:

Possession of, or ability to obtain within six months of hire, a valid North Carolina Class B Commercial Driver’s License with passenger and air brake endorsements and ability to maintain insurability. Ability to obtain within six (6) months a North Carolina State Vehicle Safety Inspector’s license and an On-Board diagnostic Emissions Inspector’s license (OBD2).

Preferred

Automotive Service Excellence (ASE) for Automotive, Heavy Truck or Bus certification.

From the time of closing, the selection process is anticipated to last approximately 4 - 6 weeks. The process will consist of a panel interview with the selected candidate being subject to a pre-employment DOT drug screen, DOT physical, background check, and a driving history check.

Health And Dental Insurance

The City of Fayetteville Employee Healthcare Benefit Plan provides comprehensive and affordable health and dental coverage while maintaining reasonable costs to employees. Coverage is available for all regular status employees scheduled to work 30 hours or more per week. Employees may also choose to cover eligible dependents. The premium is deducted on a pre-tax basis, with the City paying a portion of the premium. Qualifying employees are eligible for benefits on the 1st day of the month following 30 days of service.

Employer Paid Leave

Vacation Leave

Regular employees begin accruing vacation leave the first day of employment. Accruals are based on years of service

and the number of hours an employee is scheduled to work.

Sick Leave

Regular employees begin accruing sick leave the first day of employment. Accruals are based on the number of hours

scheduled to work; regular full-time employees accrue eight (8) hours per month. Sick leave hours accumulate without

limits and may be used toward creditable service upon retirement from the NC Local Governmental Retirement System.

Holidays

The City of Fayetteville observes 12 paid holidays per calendar year. When Christmas day is on a Wednesday, an

additional holiday is provided making for 13 paid holidays.

Bereavement

Regular employees are eligible for bereavement leave. The City will authorize 24 hours per calendar year to mourn or

attend a funeral or memorial service of a family member.

Retirement

The City of Fayetteville assists employees in securing their financial future during retirement by participating in the NC

Local Governmental Employees’ Retirement System, administered by the State of North Carolina. Regular employees

scheduled to work 20 hours or more per week become members in the retirement system upon employment. As a member

of this system, employees are required to contribute 6% of their gross salary on a tax-deferred basis.

Deferred Compensation Plans

To further assist employees in saving for retirement, the City offers two supplemental retirement savings programs. These

programs enable regular full-time, and part-time employees working at least 20 hours per week, an opportunity to save a

portion of their salary on a tax-deferred basis to supplement their retirement benefits. These programs are the NC 401(k)

plan and NC 457 plan; both administered by Empower. The City currently contributes 3% of base salary to an eligible

employee’s NC 401(k) account with a proposal, but must be approved by Council, to increase to 4% for Plan Year 25/26.

Cafeteria Plan / Supplemental Benefits

Realizing that each employee may have different insurance needs, the City offers its employees the opportunity to supplement City-provided benefits by selecting from the benefits listed below. These benefits are offered at employee's expense through payroll deduction:

  • > Optional Life & Accidental Death & Dismemberment

Death Benefit

The first year an employee contributes to the retirement system, the City provides a death benefit of $3,000 once the

employee is benefits eligible. After one year as a contributing member of the Retirement System, a death benefit is provided

by the NC Retirement System that is equal to the highest 12 months’ salary in a row during the 24 months before death, no

less than $25,000 and no more than $50,000. There is no cost to the employee for this benefit.

Pay Periods / Deduction For Benefits / Direct Deposit

City employees are paid bi-weekly (every other Friday). Benefit deductions are taken for 24 pay periods of the year. As an added convenience and safety measure, the City requires all new employees to sign up for direct deposit.
