The City of Fayetteville is currently recruiting for a Stormwater Project Manager to perform highly complex professional civil and stormwater engineering project management work including designing various projects, preparing cost estimates, drafting specifications and collecting site data; and to provide responsible staff support to the Public Services Department.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Responsible for civil and stormwater engineering project management performed in the planning, surveying, design, review, contracting, inspection, field supervision and maintenance of multiple types of municipal engineering projects and systems.
- Direct and manage project development from beginning to end; define project scope, goals and deliverables that support organization's goals in collaboration with senior management and stakeholders.
- Collect and process site data; independently design and revise various projects including plats, specifications, instructions to surveyors and drawings; draw a variety of plans including roads, drainage structures and municipal facilities.
- Supervise and participate in the transfer of existing condition field notes to drawings.
- Participate in the development of an assigned program for the Engineering Division annual budget; forecast additional funds needed for staffing, equipment, materials, and supplies; monitor expenditures; implement adjustments as necessary.
- Compose, evaluate and review plans, specifications, designs and related documents, technical reports and letters, proposals, reports and studies; participate in the development and preparation of plans, specifications and cost estimates for proposed and public improvement projects.
- Plan, prioritize, assign, and review the work of staff responsible for providing technical services within the Engineering Division; provide on-hands training for lower level Engineers as requested.
- Recommend and implement goals, objectives, and practices for providing effective and efficient services.
- Assist with the selection, negotiation and management of professional services contracts; monitor contract compliance and status; inspect worksites to ensure progress and compliance.
- Investigate and manage complaints to include design, analysis, drawings, permits, reports, meetings, coordination and construction as required.
- Review plans and supplemental information for developments inside the city enforcing the ordinances and design standards.
- Develop and deliver progress reports, proposals, meeting agendas, meeting minutes, requirements documentation, and presentations.
- Answer questions and provide information to the general public; provide relevant information to designated City's Public Information Officer (PIO); respond to and resolve citizen inquiries and complaints; refer difficult and sensitive problems to appropriate staff.
MINIMUM QUALIFICATIONS
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Four years of increasingly responsible professional experience in civil engineering; one year of extensive modeling software experience preferred. One year of administrative and supervisory responsibility preferred.
Training:
Equivalent to a Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field.
LICENSING & CERTIFICATIONS
Required:
Possession of an appropriate, valid driver's license and ability to maintain insurability. North Carolina Professional Engineer (PE) license or eligible to have the license transferred within six months.
Preferred:
Project Management Professional, ArcGIS, Certified Floodplain Manager (CFM) and OSHA 30 Certification, Certified Construction Manager.
From the time of closing, the selection process is anticipated to last 4 - 6 weeks. The process will consist of a panel interview with the selected candidate being subject to a pre-employment drug screen, background check and driving history check.
