HIGHWAY SUPERINTENDENT

Incumbent serves as Superintendent of the Street Maintenance Department with primary responsibility for the administration and operations of all personnel in routine and emergency situations.

DUTIES
Oversee the administration, operations and facilities of the Street Maintenance Department in all projects.
Review construction plans, site grade surveys and approve final work specifications.
Provide assistance and/or coordinate with Water/Sewer Utilities, State Highway Garage, County Highway Garage, Emergency Management Agency, Police, Sheriff, Fire, Central Dispatch and numerous other City/County departments to provide necessary equipment and technical consultation.
Attend planning meetings and provide assistance to numerous festivals and events throughout the City.
Analyzes appropriate information regarding repair or replacement of storm sewer lines, storm sewer inlets, culverts and ditch drainage systems, street repairs, tree and bush clearing, and directs Foreman to perform the projects as instructed. Coordinate with City Engineer regarding drainage and street repair projects.
Provide information for the preparation of the capital improvement program and yearly operating budget. Estimate project expenditures and prepare cost analysis when necessary.
Oversee the purchase of necessary materials and directs the preparation of all requisitions within the allowable budget. Responsible for the petty cash fund within the Street Maintenance Department.
Oversee all payroll, overtime, invoices and related matters.
Coordinate vehicle maintenance and repair of all Street Maintenance equipment, and additional City departmental vehicles including the Parking Meter Police, Emergency Management, Health Services, Metropolitan Development, City Engineering, Traffic Engineering, City Maintenance and Administrative Services.
Investigate traffic accidents involving Department vehicles and prepare and submit insurance reports.
Provide information and coordinate with City Attorney representatives regarding legal claims against the Street Maintenance Department. Appear in court cases as representative of the Street Maintenance Department as requested by attorney in charge.
Conduct department safety committee meetings. Investigate all work related injuries and prepare/review all required reports for submission to City Safety Manager.
Provide input into the contract language to be used in the labor-management negotiations. Enforce the labor contract terms and agreements.
Serve as personnel administrator in disputes and discipline concerning union, non-union and subordinate management positions.
Reports to the Board of Public Works on a quarterly basis, attend all Transportation and Services staff meetings and various other meetings as requested.
Conduct emergency inspections which could have a major impact on the entire City. Personally monitor the progress of the situation and direct the department Foreman on the proper actions to be taken.
Coordinates with other departments during extreme emergencies such as snow removal, weather related storms and additional emergencies as seen by Police, Fire, Emergency Management and Central Dispatch departments. Responsible for coordinating the clean up of all chemical and oil spills.
Respond to emergency situation on a 24 hour basis.
Perform related duties as assigned.

JOB REQUIREMENTS
Incumbent should possess a broad knowledge of principles, theories, techniques and practices of all Public Works projects plus the ability to cope with unprecedented types of routine and emergency problems by extending accepted techniques or developing new ones.
Bachelor’s Degree with management concentration or equivalent experience. Should possess extended and broad experience in management, construction and mechanics with a minimum of five (5) years independent supervisory experience.
Upon the absence of the Superintendent of the Traffic Engineering Department, the incumbent will serve as acting Superintendent of the Traffic Engineering Department.

DIFFICULTY OF WORK
Incumbent performs a broad scope of work involving many complex and significant variables. Work will range from administrative to technical management and emergency situations. Judgment is needed in adapting or in making significant compromises to fit unusual or complex situations. Decisions and judgments enacted during emergency situations are of a major impact on the entire City. Incumbent must consider the impact of alternative possible solutions on other major programs, situations, organizations and future developments.

RESPONSIBILITY
Incumbent makes major contributions involving authoritative application of City guidelines, policies and labor contracts. Assignments are usually planned with the Director of Transportation and Services in terms of general objectives and boundaries. Decisions and recommendations are reviewed for attainment of objectives and compliance with City policy.
Incumbent establishes own priorities and work schedule which will generally require additional hours beyond the normal workday.
Supervises 40 to 50 union, non-union and Administrative employees.

PERSONAL WORK RELATIONSHIPS
Incumbent interacts with the Accounting Manager of Transportation and Services, members of the Board of Public Works, representatives of the City Council, subordinate employees, vendors, general contractors and members of the general public to gain concurrence or cooperation in the face of significant difference of opinion or controversy.
Incumbent must be able to communicate effectively and maintain a rapport with the news media including: television, radio, newspaper and weather related associations, etc.

PHYSICAL EFFORT AND WORK ENVIRONMENT
Administrative work is performed in a normal office environment. Normal routine project inspections require walking about in various terrain and exposure to adverse conditions. Supervision of emergency situations requires exposure to inclement weather conditions, minimal lighting, hazardous and adverse conditions associated with the construction industry including chemical and oil spill clean up preparations.
