Position Summary

Manage, direct and coordinate activities within the Public Works Department, specifically the distribution & collections division and the meter services division. Prepares reports and helps organize, coordinate, and administer business and technical functions within the Public Works Department. Develops and updates standard operating procedures, sets departmental policies, plans, and administers the activities of the water distribution, sewer collections and meter services division.

Essential Functions

The following duties are typical for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to demonstrate competence and satisfactory performance of these duties. Other duties may be required and assigned.

  • Performs assignments requiring the application of intensive and diversified knowledge of construction and management principles and practices relating to water and sewer projects.
  • Coordinates the planning, organizing and oversight of Water Distribution, Sewer Collection and Meter Services.
  • Assigns work activities, delegates duties to staff for two divisions, projects, and programs, monitor and adjust workflow as necessary
  • Prepare departmental budget requests; monitor departmental and divisional budget accounts
  • Assist the Director of Public Works in evaluating, formulating plans and goals, recommending replacement of elements of City infrastructure, and executing projects included in the City’s Capital Improvement Plans.
  • Prepare plans and specifications for bids, administer construction contracts and coordinate with vendors, contractors, engineers, and other agencies that may be involved
  • Confer with the public, consultants, contractor, and vendors relative to Public Works projects
  • Ability to inspect construction projects and work sites for satisfactory workmanship and adherence to all safe work practices.
  • Responds to and assists with citizen inquiries and in resolution of complaints.
  • Ability to work with rules, policies and reporting requirements of regulatory agencies including the Texas Commission on Environmental Quality and the U.S. Environmental Protection Agency.
  • Confers with supervisor, other managers, and outside agencies to monitor construction progress, including worker productivity and compliance with engineering and safety codes
  • Conducts inspections on major municipal public works facilities and construction projects for compliance with plans and specifications as necessary
  • Maintains regular and punctual attendance
  • All other duties as assigned

Knowledge Skills And Abilities

  • Considerable knowledge in TCEQ rules and regulations
  • Knowledge of the laws and regulations governing the assigned work area
  • Knowledge of principles and practices of administration as applied to the maintenance and operations of water and wastewater treatment, stormwater, and environmental services
  • Knowledge of the City’s and Department’s operating requirements, policies, procedures, and practices
  • Knowledge of principles and practices of budgeting, fiscal management, project management principles and techniques
  • Ability to effectively utilize the principles of strategic and long and short-range planning
  • Principles and practices of public works and engineering construction inspection
  • Methods, materials, equipment, procedures and practices of public works construction and maintenance inspection
  • Safe work methods and safety regulations pertaining to the work, including the use of personal protective equipment
  • Ability to read and understand engineering plans and specifications
  • Ability to effectively perform routine construction inspection of workmanship and materials in accordance to City’s policies and procedures
  • Ability to maintain consistent attendance.
  • Ability to work the allocated hours of the position and respond after hours as needed.

  • Must have High School Diploma/GED
  • Must have valid driver’s license at time of placement and must have driving record sufficient for coverage by City’s auto liability carrier
  • Ten years of experience in water distribution, collections, construction experience in pipe laying or equivalent
  • A “B” Distribution certificate and a Class III Collections certification from the State of Texas

Preferred Qualifications

  • Associate degree in construction technology, engineering, or related field preferred

  • Frequent amounts of walking, driving, or sitting
  • Ability to lift and/or carry objects ranging from 1-50 pounds and occasionally lift and/or carry objects ranging from 50-80 pounds
  • Ability to turn knobs, levers, cranks, wrenches, valves, and handles
  • Frequently able to step and down to enter and exit City properties
  • Occasionally required to squat, kneel, and crawl as job requires
  • Frequently required to bend, climb, reach above head or below shoulder level
  • Ability to work in inclement weather, after hours, weekends and holidays as required
